Current budget starts first phase of two-year cycle

Early in 2008 Valley Forward, an organization of Valley businesses and municipalities that work toward greater sustainability and livability, published its latest environmental report card. Chandler’s grades (3 A’s and a B!) were among the highest in the Valley and we posted the report’s only A+ -- in the area of water.
 
The report -- and our high marks -- are indicative of the care we take in providing the best possible services to residents in our ongoing effort to make Chandler an amazing place to live. The Valley Forward Report Card validates the work we do to run a great city. Yet, we are in the midst of a very challenging economic time.
 
There is really little doubt about the fiscal climate throughout the state and country. The mortgage crisis and a slowing economy means we must take extra care in our fiscal responsibilities. We must look at this year’s budget process as the first phase of a two-year cycle. We expect the downturn in Arizona will last at least that long. Decisions made today will have an exponential impact on our abilities to provide services and programs tomorrow.
 
Our City Manager has directed staff to identify ways to perform the functions of government in an even more efficient and fiscally responsive manner. Last may, Chandler voters pledged strong confidence in their government, going to the polls and approving more than $450 million in bond requests. The support of the election – the largest in Chandler’s history – will help in our future development in Chandler.
 
There are some cities in the Valley struggling with budget cuts and lay-offs. But if we continue to hold true to the fiscal policies that have allowed us to avoid such moves, we can ride the current wave of uncertainty. Putting together a budget that maintains service levels has tested our ability to continue the fiscal policies that have served us so well in the past. I truly believe the budget the City Council recently approved does just that.
 
I encourage all residents to visit the City Web site and review the budget (www.chandleraz.gov). Contained in the document is a careful examination of the City’s economic health. Department by department, you will see that we have provided a complete look into your local municipal workings. Once again, I can say to you with confidence that we have been financially prudent in the care of our citizens’ tax dollars.
 
Chandler has in place a very sound financial road map to guide us through the coming years. With that said, we will not rest on past decisions. We will continue to work to see that we remain fiscally astute. To maintain our livability, quality of life and strong economic base we can afford nothing less. And it is our vow to you that this plan delivers on that promise.
