 The City of Chandler has completed drafting the Five-Year Consolidated Plan 2010-2014, the Annual Action Plan 2010-2011 and a revised Public Participation Plan. These documents will be available to the public for review for a period of 30 days beginning April 8 thru May 8, 2010.

In accordance with the federal regulations 24 CFR, Part 91, the City of Chandler is required to prepare and submit a Five-year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) for the city’s community development and housing programs. The Consolidated Plan provides a framework for housing, homeless, community development and economic development activities over the next 5 year period utilizing Community Development Block Grant (CDBG), Home Investment Partnership funds (HOME), and other local agency funding programs. These funds must meet HUD National Objectives of benefiting low- to moderate- income persons in the City of Chandler.
 
The Consolidated Plan 2010-2014 goals consists of:
 
  1. Increase homeownership opportunities for low and moderate-income households.
  2. Rehabilitate and where appropriate, redevelop existing housing stock.
  3. Increase the supply of affordable housing for both owners and renters.
  4. Promote human and supportive services and facilities for frail elderly, disabled persons, low-income households and other needy populations.
  5. Participate in a regional continuum of care system that will effectively transition persons who are homeless to appropriate permanent housing settings
  6. Revitalize Chandler’s neighborhoods.
  7. Strengthen the coordination and delivery of resources.
 
Chandler’s Five-year Consolidated Plan provides an assessment of the community needs, goals and priorities in the areas of affordable housing, human services, community development and other programs designed to improve the quality of life for low- and moderate-income Chandler residents. In addition, the Annual Action Plan proposes strategies utilizing federal and local funding to address needs and priorities identified in the five-year plan. The plan identifies a Citizen Participation Plan, which will enable Chandler to seek input on strategies, programs and priorities of funds.
 
The proposed Annual Action Plan 2010-11 aims at implementing activities consistent with the established goals in the Consolidated Plan. Under this plan, federal and local funds will be utilized to:
  1. Increase affordable housing.
  2. Rehabilitate and modify homes for low income and disabled Chandler residents.
  3. Increase Opportunities for first time homebuyers.
  4. Allocate federal and local funds to support non-profits providing assistance to Chandler residents, and more specifically, frail elderly, disabled persons, low income households and other needy populations.
  5. Allocate federal and local funds to support non-profits and community efforts assisting homeless individuals and families from Chandler and help transition them to appropriate permanent housing settings.
  6. Promote and participate in coordinated activities to revitalize targeted Chandler neighborhoods.
  7. Provide assistance to the Housing and Human Services Comission to strengthen the coordination and delivery of resources to the Chandler community.

This comment period is planned in accordance to the city’s adopted Citizen Participation Plan, a requirement of HUD. Citizens can also attend the following public hearings to provide feedback on the proposed plans:

After all public comments have been considered; the City Council will take formal action on May 13, 2010 on the Consolidated Plan, Annual Action Plan and Public Participation Plan. ALL RESIDENTS have the opportunity to be actively involved in the planning and development of programs for these funds.
