Chandler Utility Rates
 
Proposed Utility Rate Changes for Fiscal Year 2017-18 (to be effective October 1, 2017)


The City of Chandler is projecting needed Utility Rate increases for water, wastewater, reclaimed water and solid waste, that will take effect October 1, 2017. The rate changes are needed to fund debt service costs related to new and expanded water and wastewater facilities, as well as their expanded ongoing operating costs, which include chemicals and electric. Other drivers are costs for capital system maintenance needed as infrastructure ages to ensure quality and safe systems, and increased operating costs for the solid waste utility. The water and wastewater rates incorporate a recent Cost of Service Study that identified necessary shifts in the rate structure to ensure each customer class is paying their fair share for the services provided. This will impact single-family, multi-family, non-residential, landscape, and industrial customer classes for water; and single-family, multi-family, and non-residential for wastewater. Additionally, increases for reclaimed water users and customers using the City’s solid waste services are proposed.

Should you have additional questions after reviewing this information, the City will hold two informal public meetings in the City Council Chambers, 88 E. Chicago St.  These meetings are scheduled Monday, February 13th at 6pm and Tuesday, February 28th at 3pm. In addition, City staff can be contacted directly to answer questions (Budget Division staff, Helen Parker at (480) 782-2265 or Greg Westrum at (480) 782-2256).

A public hearing is planned for May 25, 2017 for adoption of new rates as required by Arizona Revised Statutes. A Notice of Intent regarding the hearing will be considered by the City Council 60 days prior to the public hearing. In addition, a public notice of the hearing will be printed in the Arizona Republic newspaper at least 20 days prior to the public hearing.

Chandler's monthly water and wastewater rates remain among the lowest in the Valley

Municipal water and wastewater plants and operations are funded entirely through customer charges and development fees. As system maintenance, energy costs, or capital needs change, the Chandler City Council must consider changes in water and/or sewer rates to help maintain service levels.

The current water, sewer (wastewater), reclaimed water and solid waste rate structure went into effect on Oct. 1, 2015, and the rates are among the lowest for all major Valley cities. Increases in sewer (wastewater), solid waste, reclaimed water and some water fees and deposit charges related to utility billing were necessary to cover additional debt service costs and related operating cost due to expanded infrastructure needs. They will also maintain the financial integrity of the water/wastewater enterprise, including debt service coverage and cash reserve policy requirements over the next fiscal year.

CURRENT SEWER RATES

Residential sewer customers pay a monthly base charge for sewer regardless of the amount of metered water use on the account. Nonresidential sewer customers pay a monthly base and volume charge. Base charges are the same amount every month. Volume charges are billed on each thousand gallons of metered water use.

Nonresidential sewer customer classes include Commercial, Commercial Processing & Manufacturing, Medical Institutions, Educational Institutions, and Large Volume Industrial accounts. Outside City customers reside in unincorporated areas of Maricopa County, but within Chandler city limits.
