Chandler Fire Assistant Chief Kevin Bailey  

Kevin Bailey  *  Assistant Chief  *  Operations

Assistant Chief Kevin Bailey is in charge of the Operations Division and shares the responsibility of managing the 203 sworn personnel assigned to this division. Operations Division personnel respond to emergency medical incidents, fires, hazardous material and technical rescue incidents, and other emergency situations. Assistant Chief Bailey joined the Chandler Fire Department in 1982 and has 30 years of service with Chandler Fire. During his career he has served as a firefighter, engineer, captain, and battalion chief. He is certified as a Firefighter I and II and has held certifications as IEMT, IEMT-C, Paramedic, and Hazardous Materials Technician. Assistant Chief Bailey holds an associate's degree in Fire Science from Mesa Community College and is working towards completion of a bachelor's degree in Emergency Services Administration from Northern Arizona University.
   

     
Chandler Fire Assistant Chief Tom Carlson

Assistant Chief Tom Carlson is in charge of the Administration Division of the Chandler Fire Department. Chief Carlson joined the department in April 1991. Prior to arriving in Chandler, he served 10 years on the Kenosha Fire Department in Wisconsin. During his career, Chief Carlson has served Chandler as a firefighter, captain, battalion chief, assistant chief, and as the Interim Fire Chief, and received certifications as Firefighter I and II, IEMT, Paramedic, and Hazardous Materials Technician. He has been both a Trustee and Vice President of IAFF Local 493. Chief Carlson has served on numerous department and City committees. He has a master's degree in Public Administration from Arizona State University, a bachelor's degree in Political Science from the University of Wisconsin, and a bachelor's degree in Fire Service Management from the University of Maryland University College. Assistant Chief Carlson was recognized as Chandler Firefighter of the Year in 1998.
   

 
 

 

Chandler Fire Assistant Chief Marc Walker
 

Marc Walker  *  Assistant Chief  *  Prevention & Preparedness

Assistant Chief Marc Walker is in charge of the Prevention and Preparedness Division of the Fire Department. In this role, he serves as both the Emergency Manager and the Fire Marshal for the City of Chandler. The Prevention and Preparedness Division includes the Fire Prevention Bureau, the Community Programs Division, and the Public Information Officer. Chief Walker joined the Chandler Fire Department as a volunteer in 1980 and was hired full-time in 1982. He has risen through the ranks of firefighter, captain, and battalion chief to his current position, and served 11 years in the Air National Guard as a firefighter. Chief Walker has his Community College Teaching Certificate and holds certifications as a Firefighter I and II, State of Arizona Firefighter I and II Evaluator, and State of Arizona Fire Instructor I. He was certified as an EMT and IEMT, and as a Paramedic for 10 years. He holds a bachelor's degree in Fire and Safety Engineering Technology from the University of Cincinnati. In 1990, Assistant Chief Walker was recognized as Chandler Firefighter of the Year.

Chandler Fire Dept. Battalion Chief Tom Dwiggins  

Tom Dwiggins  *  Battalion Chief  *  Prevention / Community Programs / Public Information Officer

Battalion Chief Tom Dwiggins is assigned to the Prevention and Preparedness Division where he provides leadership and direction to the Fire Prevention Bureau and the Community Programs Divisions and serves as the Fire Department's Public Information Officer. He began his career in the fire service in 1991 as a firefighter in the U.S. Air Force at Eglin Air Force Base in Florida. Chief Dwiggins was hired by the Chandler Fire Department in 1998 and held the positions of firefighter, engineer, and captain before promoting to Battalion Chief. He served as a Trustee for Local 493 from 2007 to 2009. Chief Dwiggins holds a bachelor's degree in Public Safety Administration and an associate's degree in Paramedicine. He was Paramedic of the Year in 2002 and 2004, Firefighter of the Year in 2007, and is a member of the Honor Guard
     

     
Chandler Fire Dept. Battalion chief Kevin Gale  

Kevin Gale  *  Battalion Chief  *  B282 C Shift 

Battalion Chief Kevin Gale is assigned to Battalion 282 C Shift. His most recent past assignments include Battalion 282 B Shift and Training Division Battalion Chief. Chief Gale began his career with Chandler Fire in 1991 after completing the department's first Firefighter Internship/Fire Recruit Academy in 1990. He has served as a firefighter, captain, battalion captain, and battalion chief during his career. Chief Gale was a member of the Special Operations Team while assigned as a ladder company captain and later managed the Special Operations Team for three years as Battalion Chief. His current certifications include Paramedic, Technical Rescue Technician, and Hazardous Materials Technician. Chief Gale has been a member of the State Fire Training Committee since 2007.

   

     
Battalion chief Val Gale

Battalion Chief Val Gale manages the Emergency Medical Services Division. He oversees 131 paramedics and 72 EMTs and is assisted by two EMS captains, and EMS specialist, and an administrative assistant. Chief Gale is a Chandler native and joined the Chandler Fire Department as a firefighter in 1997. Prior to achieving the rank of battalion chief, he served as a firefighter, engineer, and captain. Chief Gale spent two years as the EMS Operations Captain helping to coordinate two paramedic programs and the department's CR288 Crisis Response Team. He holds a bachelor's degree from Arizona State University and has managed the Chandler-Gilbert Community College Fire Science and EMT programs. Chief Gale was named Firefighter of the Year in 2009. 
   

     
Chandler Fire Dept. Battalion Chief Norm Germaine   Norm Germaine  *  Battalion Chief  *  Training Division
 
Battalion Chief Norm Germaine is assigned to the Fire Training Division where he supervises two fire training captains, a facility maintenance technician, and an SCBA/radio technician. Chief Germaine is responsible for the development and delivery of fire based training topics to the Chandler Fire Department. The department has intergovernmental agreements with three neighboring communities and delivers training to their firefighters, too. Prior to this assignment, Chief Germaine served as Battalion 281 C Shift and was responsible for Special Operations, managing training and responses for both the Hazardous Materials and Technical Rescue Teams. He was hired by Chandler in 1991 and previously served as a firefighter, engineer, and captain before being promoted to Battalion Chief in 2006. His certifications include Paramedic, Hazardous Materials Technician, and Technical Rescue Technician. Chief Germaine managed the department's last three Fire Internship Academies. In 2009, he received the Derrel Crisp Award for outstanding dedication to the Hazardous Materials Team.
  
     
Chandler Fire Dept. Battalion Chief Jim Johnson

Battalion Chief Jim Johnson is the City of Chandler's Fleet Services Division Manager. The division's 14 member staff maintains more than 1,000 vehicles and pieces of motorized equipment. As Fleet Manager, Chief Johnson serves on the City's Fleet Advisory Committee and the Fire Department's Apparatus Committee. He has been a member of the Chandler Fire Department since 1979 and previously held the ranks of firefighter and captain. Past assignments include Engine 281, Ladder 283, and Battalion 281. Chief Johnson served in the Arizona Air National Guard 161st Air Refueling Wing, Base Fire Department from 1976 to 2003, retiring as Master Sergeant. His certifications have included Wildland Engine Boss, IEMT, Paramedic, Hazardous Materials Technician, Technical Rescue Technician, and ICBO Fire Inspector. Chief Johnson received the Chandler Fire Department Medal of Honor in 2008. He plays the bagpipes in the CFD Pipe and Drum Corps. 
    

     
Chandler Fire Department Battalion Chief Rob McLeod  

Rob McLeod  *  Battalion Chief  *  Homeland Security and Terrorism Liaison Officer
 
Battalion Chief Rob McLeod is assigned to the Prevention and Preparedness Division. Chief McLeod manages the Emergency Operations Center and is responsible for the Fire Department's involvement in homeland security and counter-terrorism. He is the coordinator for the Community Emergency Response Team (CERT). Chief McLeod is a fourth generation firefighter who began his career in Sarasota, FL in 1976, joining the Chandler Fire Department in 1986 and promoting through the ranks to Battalion Chief (1996). Some of his accomplishments are 1989 Firefighter of the Year, Medal of Merit for Community Involvement in 1990, and Arizona State Fire Instructor of the Year in 2001. During his career, Chief McLeod has obtained certifications as Arizona State Certified Firefighter I and II - Instructor/Evaluator, State Instructor for the National Fire Academy ISO and HSO curricula, and Nationally Certified Health and Safety Officer. In this capacity, he worked with other Valley Safety Officers to develop the 40-hour Advanced Safety Officer Curriculum taught statewide today. Chief McLeod is a member of the Arizona Fire Chiefs Safety, Health and Survival Section and the IAFC Section on Safety. He was past Western Director and past Chairman for the Fire Department Safety Officers Association (FDSOA) and currently instructs seminars at their annual national conference.   

     
Chandler Fire Dept. Battalion Chief Brad Miller  

Brad Miller  *  Battalion Chief  *  B281 A Shift

Battalion Chief Brad Miller is assigned to Battalion 281 A Shift. Chief Miller joined the Chandler Fire Department in 1993. During his career he has served as a firefighter, engineer, and captain. Prior to his most recent assignment, he was a Battalion Chief in the Prevention and Preparedness Division and Public Information Officer for the Chandler Fire Department. Chief Miller is involved in multiple service projects for the community and is a member of the Chandler Firefighter Charities Board and the Honor Guard. He has served as a Trustee for Local 493 and on various committees, and represented the department as a member of the Chandler Coalition on Youth Substance Abuse (CCYSA). In 2000, Chief Miller was recognized as Chandler Firefighter of the Year.    

     
Battalion Chief Darren Nissen  

Darren Nissen  *  Battalion Chief  *  B281 C Shift

Battalion Chief Darren Nissen is currently assigned to Battalion 281 C Shift. Battalion 281 provides emergency command responses for East Chandler. Chief Nissen joined the Chandler Fire Department in 1991, was promoted to Captain in 1997 and most recently to Battalion Chief in June 2011. His certifications include Paramedic, Hazardous Materials Technician, and Technical Rescue Technician. Previous assignments include Battalion Captain from 2006 to 2009 and Recruit Training Officer for Recruit Class 2008-01. Chief Nissen received recognition as Chandler Firefighter of the Year in 2001. 
   

     
Chandler Fire Department Battalion Chief Lance Trella  

Lance Trella  *  Battalion Chief  *  B282 B Shift
 
Battalion Chief Lance Trella is assigned to Battalion 282 B Shift. Battalion 282 provides emergency command responses for West Chandler. Chief Trella joined the Chandler Fire Department as a reserve firefighter in 1981 and was hired full-time in 1985. He has been a firefighter, engineer, and captain. Chief Trella served in the USAF National Guard as a Fire Protection/Crash Rescue Specialist from 1980 to 1986. His previous assignments as Battalion Chief include managing emergency preparedness for the department. In this role, he worked with the Department of Homeland Security as a Terrorism Liaison Officer and participated at the local, regional, and state levels coordinating emergency management efforts for the City. Chief Trella holds an associate's degree in Fire Science, a Special Teaching Certificate from Maricopa Community College, and numerous fire service and EMS certifications including Paramedic. In 2002, Chief Trella was recognized as Chandler Firefighter of the Year.
   

     
Chandler Fire Department Battalion Chief Roger Vigil

Chief Vigil is assigned to the Fire Administration Division where he is responsible for Accreditation, Buildings and Facilities, construction projects, Information Technology, uniforms/turnouts, assisting with the budget, and Industrial/Workers Compensation compliance. Prior to this assignment, he oversaw the emergency response in West Chandler on Battalion 282 C Shift. Chief Vigil began his career as a volunteer firefighter for the Superior and Apache Junction Fire Departments. He joined Chandler Fire as a reserve firefighter in 1985 and was hired full-time in 1986. During his tenure here at Chandler Fire, Chief Vigil has served as a firefighter, captain, and battalion chief, and obtained certifications as Hazardous Materials Technician and Toxicology Paramedic. Past assignments include Support Services Captain, Training Battalion Chief, and Response Battalion Chief. He also served as Program Director for the CFD Tactical Paramedic Program, as a Tactical Paramedic with the Chandler Police Department from 1996 to 2012, and as a Fire Service Instructor for Mesa and Chandler-Gilbert Community Colleges where he taught EMT and First Responder classes. Chief Vigil is the current Wildland Fire Coordinator and was Project Manager for the Fire Cadets for 25 years. He served as a Trustee for Local 493 for one year. He is on the Mesa Community College and Chandler-Gilbert Community College Advisory Boards for their Fire Service programs. Chief Vigil holds holds three associate's degrees from Central Arizona College and Mesa Community College. He was recognized as Paramedic of the Year in 1994 and Firefighter of the Year in 1995, and has received many other awards for community service including the James Snedigar Community Service Award.

Battalion Chief Scott Wall is assigned to Battalion 282 A Shift. Battalion 282 provides emergency command responses for West Chandler. Chief Wall joined the Chandler Fire Department in 1991. He served as a firefighter, engineer, and captain before promoting to Battalion Chief in 2011. His most recent prior assignment was as Battalion Chief in the Fire Administration Division. Chief Wall has certifications as a Paramedic, Hazardous Materials Technician, and Technical Rescue Technician and holds a bachelor’s degree from the University of Arizona. He has been both a trustee and Vice President of IAFF Local 493. Chief Wall has been involved in many community service projects and participated on numerous department committees during his career. In 2004, he was recognized as Chandler Firefighter of the Year.
