General Plan Draft
The General Plan draft can be viewed by clicking on the link below. The draft incorporates extensive citizen input from many public meetings that were held beginning in August 2007. Staff from various City departments provided technical assistance and professional expertise as the drafts were being prepared. A Citizen Oversight Committee, representing Chandler’s diverse population, met regularly guiding the consultants and staff through the public participation and preparation process. Please note that the web links identified in the text of the draft General Plan are not currently operational, but will be active in the final electronic document. What is the General Plan?
The Chandler General Plan is a strategic document, required
by state statutes, that guides city growth and development. It contains maps, goals,
objectives and policies that are used to coordinate and implement land use decisions,
which in turn impact infrastructure, traffic, parks/recreation and open space, city
services, housing supply and affordability as well as public resources. The Chandler
General Plan relies upon area plans, development policies, zoning, and other techniques
for implementation. The current General Plan was adopted by Council on November
1, 2001, and was ratified by voters on March 12, 2002.
As required by State Statutes,
the Chandler General Plan contains fifteen elements that, taken together, provide
a blueprint for growth, sustainability, and development that aim to enhance the
life of Chandler residents and businesses.

Why Update the City's General Plan?
While the current General Plan has served the
City well in its growth-related decisions, several elements need to be updated (e.g.,
Housing, Redevelopment). Others have already been earmarked for update by other
city departments (Transportation and Water/Wastewater). Overall, the General Plan
update will address key issues facing Chandler as it continues to mature and transition
from a fast-growing suburb to a world-class urban community. Examples of key issues
may include neighborhood preservation, affordable housing, redevelopment, sustainable
development, and planning for future economic development.
How will the Chandler
General Plan be updated?
The General Plan update process will be based heavily on
citizen and community input. A multi-media approach including press release, newspaper,
Web site, and email will be utilized for the notification of community meetings,
workshops and public hearings and encourage public input. The City hired a consultant,
Community Sciences Corporation, to help facilitate the update process. A citizen
oversight committee and a Staff technical advisory committee will provide guidance
and technical expertise throughout the process. The City anticipates presenting
a final draft to City Council for approval in Spring of 2008 and voter ratification
in the Fall of 2008.
Next Twenty: A New Progressive Agenda for Chandler
In anticipation of reaching city build-out, the city hired Mary Jo Waits to address
the implications and challenges with having a limited land supply that is rapidly
decreasing. The result is the Next Twenty report, which was produced with the assistance
of a 30-member citizen task force.
The report recommends five goals that will be taken into consideration for the General
Plan Update. It is important to know that while the goals from the report will be
considered during the General Plan Update, the report does not replace the need
for public input. The public is encouraged to provide their own goals and comments
as well as read the Next Twenty report (available for download below) and comment
on it.

Citizen Oversight Committee:
The Citizen Oversight Committee is a diverse group of twenty-five people that will
provide guidance to the consultant and staff in preparing the General Plan update.
The committee will meet approximately once a month to evaluate issues and input
received from residents and others at the various public forums that are held, review
preliminary drafts, and asses the progress of the General Plan update.

Events
Public Hearings:
State law requires that the Planning and Zoning Commission hold at least two public
hearings at different locations within the city to promote citizen participation.
The City Council is required to hold at least one public hearing to adopt the General
Plan. Public hearings for the consideration and adoption of the draft General Plan
are scheduled as follows:

A public forum was held on November 15th to solicit ideas and comments regarding the Energy Element

Stakeholders Public Forum:
Two Stakeholder Forums were held to solicit input from Chandler’s business and development community. The first forum was held on October 15, 2007 to allow an opportunity for input in the early stages of the General Plan update process. The second forum was held on April 15th, 2008 to receive feedback on the draft General Plan. Neighborhood Planning, Preservation and Redevelopment:
Two community meetings were held to focus on Chandler’s neighborhood planning,
preservation, and redevelopment needs in the older areas of the city and a Congress of Neighborhoods
was held to help shape the city’s Neighborhood Resources Division. Click on the

Three public meetings were held in August in different locations throughout the
city to solicit input from the community. If you were unable to attend the meetings,
you can still submit your comments online using the comment form below.
