AIRPORT MANAGER
Pay Grade: 28 FLSA Status: Exempt Job Group: Managerial (M) Class Code: A015 Effective Date: 7/01 Revision Date: 8/03, 7/05
Classification Summary: The primary function of an employee in this class is to manage the City of Chandler Airport. Work includes the administration of the airport in promoting, encouraging, and assisting in development activities in and around the airport; administration of all capital improvement projects; and coordinating operations with both business and non-business tenants. This position provides effective, professional leadership, positioning the City to meet the community’s current and future Airport needs through appropriate technologies and services.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Manages and oversees the daily operation, maintenance, and administration of the Airport Division and the airport facility which includes planning, organization, and supervision to assure safe and efficient operations; Prepares, assembles, implements and monitors the Division’s operational and capital budgets; Supervises all divisional staff, including performance evaluations; Interprets and enforces federal, state, county, and local rules and regulations governing the Airport; Negotiates and administers leases and concessionaire agreements with Airport tenants; Provides staff support to the Airport Commission; Implements the City’s Airport master Plan and Part150Noise Study; Responds to the public and City officials on noise and other related Airport issues; Enforces Airport rules and regulations and minimum operating standards; Promotes the airport development through marketing activities to maintain existing tenant base as well as to attract and build the tenant base through ongoing development of the Airport; Plans, organizes, coordinates, and implements the ongoing capital improvement program for the Airport Division; Provides effective, professional leadership, positioning the City of Chandler to meet the community’s current and future Airport needs through appropriate technologies and services; Plans, implements, and monitors short and long term operating goals for growth, development, and facility management; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Aviation management, including development and implementation of safety programs involving every aspect of Airport operations; Federal, state, county, and local regulations pertaining to airport management and operations; Airport operations, maintenance and security; Emergency response procedures related to aircraft accidents and procedures for notification to regulating authorities; Radio communication procedures and techniques; Federal Aviation Administration (FAA) rules and regulations; Supervision and evaluation techniques.
Ability to: Train, assign, motivate, supervise, and evaluate the work of others; Establish and maintain effective working relationships with other City employees, supervisory personnel, and state and local elected officials; Direct the operation of a busy general aviation airport, including maintenance of facilities and enforcement of regulations; Write grants; Stay current on changing federal, state, county, and local guidelines and regulations pertaining to airport operations; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks; Communicate effectively both orally and in writing, with the public and other employees.
Supervision Received: The work is performed under the direct supervision of the Assistant Public Works Director for Transportation and Operations.
Supervision Exercised: Supervision is exercised over the work of all airport employees.
Minimum Qualifications: Bachelor’s Degree in Airport Management, Business, Public Administration, or a related field; and Five (5) to seven (7) years experience in a managerial capacity of a small or large airport; Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desired Qualifications: Certification as an Airport Manager.
Work Environment: The primary duties of this class are performed in an office environment that includes frequent field inspections.
