Job Description
ASSISTANT FIRE CHIEF

Pay Grade: 30                FLSA Status:    Exempt
Job Group: Managerial (M)        Class Code: A020

Classification Summary:
The primary function of an employee in this class is to assist the Fire Chief by assuming administrative responsibility for the operations and resource management of the Fire Department and all of the functions such as fire suppression, Emergency Medical Services (EMS), fire prevention, training, and related activities. This position provides effective, professional leadership, positioning the Fire Department to meet the community’s current and future needs through appropriate technologies and services.

Essential Functions:

Oversees the preparation and administration of the operating and capital improvement (CIP) budgets;
Assists in carrying out all operations of the Fire Department and assumes the duties of the Fire Chief in his/her absence;
Plans, organizes, coordinates and directs all operations to ensure uniformity, efficiency and safety;
Consults with subordinate officers as necessary to hear their opinions on various operations and also counsels them on difficult or unusual problems they encounter;
Assists the Fire Chief in preparing proposed budgets for each fiscal year and maintains budgetary control and records within the department;
Assists the Fire Chief in maintaining intra-departmental personnel policies and training;
Assembles and correlates data and prepares routine and special reports needed for control of operations;
Attends seminars and colleges relating to firefighting or fire prevention to keep abreast of latest methods and materials found in the field;
Performs all work duties and activities in accordance with City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Supervisory and management methods and techniques;
Principles and practices of modern municipal fire administration;
Rules and regulations of the Fire Department;
Budget preparation;
The operation and capabilities of the various types of apparatus and equipment used by the Department;
Emergency operations command procedures;
Current fire fighting tactics and strategies for all types of fire such as wild-land, commercial, residential, airport, flammable and combustible liquids, vehicle, etc.;
Operation of a personal computer and job-related software applications.

Ability to:
Supervise, lead and direct assigned subordinates;
Plan, implement and oversee programs of departmental operations and activities, personnel training and fire prevention;
Work in a team environment under extremely stressful situations;
Prepare and present accurate and reliable reports containing findings and recommendations;
Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
Learn and correctly apply routine division and department policies and procedures;
Read, comprehend, and follow simple oral and written instructions; and to understand and apply available guidelines to varied operational requirements;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
Operate a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing, with the public and other employees.

Supervision Received:
The work is performed under the direct supervision of the Fire Chief.

Supervision Exercised:
Supervision is exercised over the professional, para-professional and clerical staff.

Minimum Qualifications:
High school diploma or GED equivalency; and
Considerable experience as a Fire Battalion Chief with experience in fire department operations and management; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment, although some work is accomplished in an outdoor environment that may involve adverse weather conditions or potential personal danger.

Essential Physical Abilities:
Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written instructions, inspect a wide variety of fire suppression projects on site and comprehend, prepare, review and evaluate a variety of written documents and text materials;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a motor vehicle and a personal computer;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to drive to locations, inspect training and emergency response activities, and perform required field work.
