Job Description
ASSISTANT TO CITY MANAGER

Pay Grade: 29                    FLSA Status: Exempt    
Job Group: Managerial (M)            Class Code: A027

Classification Summary:
The primary function of an employee in this classification is to manage the office support functions for the City Manager, administer the department budget, develop and implement short- and long-term projects, conduct research and other special projects related to internal operations or external issues affecting the community, and perform other administrative duties. The duties and assignments may vary considerably due to Council goals and objectives and resulting outcomes.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Collaborates with department heads and other employees in planning, assigning, coordinating and implementing programs, studies and other activities;
Prepares reports, communications, and speeches for the City Manager or other elected official;
Conducts research and special projects as directed by the Assistant City Manager or the City Manager;
Prepares initial budget for review by City Manager; administers budget, approves acquisitions, prepares budget reports;
Prepares and approves payroll for City Manager’s office;
Builds effective working relationships with elected officials, city leaders and department heads, and other city staff;
Meets with citizens or constituent groups on behalf of the elected officials;
Responds to calls from the public by finding answers to questions and/or referring queries to appropriate department or city employee; follows-up to ensure issue has been appropriately addressed;
Represents the City at community meetings to analyze needs, listen and respond to specific concerns, identify possible solutions;
Establishes effective working relationships with community representatives;
Prepares correspondence for the Assistant City Manager, City Manager or Mayor;
Analyzes, interprets and prepares oral and written reports;
Assists with planning, coordinating and monitoring special programs or projects initiated by city leaders;
Provides information to constituent groups on behalf of the elected officials;
Maintains regular contact with the Assistant City Manager or City Manager to keep them appraised of situations and issues;
Assists in the implementation of new programs or enhancements to existing programs;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance City policies, and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Supervision Received:
The work is directed and supervised by the City Manager and/or Assistant City Manager, although considerable leeway is allowed for independent judgment, decision-making and initiative.

Supervision Exercised:
The position may supervise other staff as assigned.

Minimum Qualifications:
Bachelor’s Degree in Public Administration, Business or related field; and
Five (5) to seven (7) years of public sector experience, working with executive-level staff in a local government; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of the position are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
