ADMINISTRATIVE LIBRARIAN
Pay Grade: 24 FLSA Status: Exempt Job Group: Supervisory (S) Class Code: A048 Effective Date: 7/01 Revision Date: 8/03, 7/05
Classification Summary: The primary function of an employee in this class is to plan, develop, coordinate and supervise professional services and programs for a major program area or branch library operation. Administrative Librarians are responsible for supervision, planning, and coordinating one or more of the library’s sections comprising the library system, including educational services, youth services, collection development, reference, or a branch library.

Educational Services Duties: Plans, implements, and monitors adult education classes and literacy programs with available funding allocations, and administers the programs according to federal, state, and local regulations and guidelines; Complies with Arizona Department of Education Adult Education program requirements and participates in required director’s duties; Researches, develops, and writes grants and completes required financial, quarterly, and final reports for all grant funding agencies; Recruits and trains volunteers and conducts quarterly Tutor Training workshops for new tutors, matches student/tutor pairs, develops curriculum, and monitors educational program for students; Plans and implements volunteer recognition programs. Youth Services Duties: Plans, implements, and supervises youth materials acquisitions, youth reference, library programs, and activities for children ages birth to eighteen years of age; Plans and implements collection development plan for youth materials, including managing the budget; Plans age appropriate programs for youth recreation and education; Provides in-depth reference and reader’s advisory services to patrons;
Collection Development Duties: Coordinates the selection and acquisition of all library materials and information resources, including books, audiovisual items, and electronic databases; Plans and allocates the collections development budget; Assesses specific parts of the collection and targets key areas for broader, deeper purchasing.
Reference Services Duties: Coordinates and provides reference and reader advisory services to patrons; Plans and coordinates displays and programs for adult patrons; Schedules staff and public service desk; Coordinates and provides training for staff and patrons on use of library resources, including online databases, online catalog, the Internet, and other requested information; Selects and maintains the adult reference section, in both print and electronic formats.
Branch Operations Duties: Supervises, plans, and coordinates daily operations of a branch library; Plans branch programs, conducts community outreach, and provides in-depth reference service; Collects and analyzes branch statistics and prepares periodic reports; Establishes service priorities for branch operations.
Other Duties and Responsibilities: Interviews, hires, trains, and writes performance evaluations for clerical, paraprofessional, and professional staff in an assigned area; Prepares and recommends budgets and personnel requirements; Administers budget and maintains work records and prepares reports; Responds to and resolves difficult citizen inquiries and complaints; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Knowledge, Skills and Abilities: Knowledge of: Principles and practices of supervision and management; Theories, objectives, principles, and practices of professional library work, education, and instruction; Principles, standards, and techniques of materials selection, cataloging, and reference services; Library automation and information retrieval systems; Operation of a library computer system and specialized programs.
Ability to: Supervise, train, and coordinate the work of professional and non-professional personnel; Analyze professional and administrative problems and make recommendations for their solutions; Establish and maintain effective working relationships with staff, funding sources, community leaders, collaborative agencies, and the general public; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Operate specialized library equipment, standard office equipment, and a personal computer using program applications appropriate to assigned duties; Communicate effectively both orally and in writing.
Supervision Received: The Administrative Librarian reports to the Library Manager or Assistant Manager.
Supervision Exercised: Supervision is exercised over professional, paraprofessional, and clerical employees, including evaluation, hiring, scheduling, and training.
Minimum Qualifications: Bachelor’s Degree in Library Science or related degree; Four (4) years of general library experience with one (1) to two (2) years of supervisory experience; and Valid Arizona Driver’s License may be required for some positions; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Preferred Qualifications: A Master’s Degree in Library Science;
Work Environment: The primary duties of this class are performed in a general office environment.
