ASSISTANT CITY CLERK
Pay Grade: 25 FLSA Status: Exempt Job Group: Supervisory (S) Class Code: A050 Effective Date: 7/01 Revision Date: 8/03, 7/05, 11/08
Classification Summary: The primary function of an employee in this class is to perform highly responsible administrative and managerial work developing procedures and practices of the activities of the City Clerk’s department within the limits of the City Charter, State Statutes and Federal laws; supervising and directing work of office staff; coordinating election activities; preparing the agenda and materials for City Council meetings; and providing customer service to elected officials, city staff and the public. Serves as Acting City Clerk in the absence of the City Clerk.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Supervises, directs and assigns the work of office staff; Coordinates election activities such as preparing and distributing information, coordinating between jurisdictions, training staff in procedures, etc.; Assists in the development of long and short range administrative planning and in the establishment of operational goals and objectives; Interprets policies and provides direction to staff and the public on policy and procedural changes; Provides general assistance to the City Clerk and when directed, acts as City Clerk; Coordinates with the Mayor on board and commission appointments; types and distributes memorandum to Council and follow-up letter to appointees; Maintains the board and commission list and applications which includes review of files for accurate information; Develops and administers the annual budget for the department; Take and transcribe minutes of meetings from digital audio equipment; Approves purchases made by the department; Monitors the agenda collection process and preparation of Council packet; Interprets policies, procedures and laws as applies to office activities; Researches and retrieves information requests from customers; Prepares and updates the board and commission informational booklet; Reviews and approves daily cash fund deposits for department; Resolves customer complaints or issues; Approves payroll for department; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Principles and practices of municipal administration and pertinent federal, state and local laws, codes and regulations; Principles and procedures of record keeping; Municipal election processes City Charter, City Code, administration regulations, personnel rules and departmental policies; The operation of personal computer and various software applications for word processing, spreadsheets, etc.; Effective supervisory and motivational techniques; English grammar and punctuation; Budget preparation; Modern office practices and procedures.
Ability to: Type at least 40 words per minute; Interpret federal, state and local laws, codes and regulations; Deal tactfully and diplomatically with government officials, politicians and the general public; Plan, direct and evaluate the work of assigned staff; Develop and administer a department budget; Operate a variety of standard office equipment; Communicate effectively, both orally and in writing; Maintain effective working relationships with other City employees, supervisory personnel, state and local elected officials and the public; Operate a personal computer and related software such as word processing, spreadsheets, etc.; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: The work is performed under the supervision of the City Clerk.
Supervision Exercised: Directly supervises the work of City Clerk’s Assistants and other office staff.
Minimum Qualifications: An Associate’s Degree in Government Studies, Public Administration or a related field; Four (4) to six (6) years experience in a government office, including previous supervision; Special Deputy Clerk designation by Maricopa County for issuing marriage licenses, within six months of hire or promotion; Passport Acceptance Agent to accept U.S. passport applications by the U.S. Department of State, within six months of hire or promotion; and Arizona Notary Public, within six months of hire or promotion; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in a general office environment.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written/typed documents and materials; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in an office setting and to sit and work at a keyboard for an extended period of time.
