ASSISTANT MUNICIPAL UTILITIES DIRECTOR
Pay Grade: 31 FLSA Status: Exempt Job Group: Managerial (M) Class Code: A052 Effective Date: 7/01 Revision Date: 8/03, 7/05, 5/08
Classification Summary: The primary function of this employee is to perform administrative and supervisory duties over the solid waste, water, wastewater, and reclaimed water functions of the Municipal Utilities Department. This employee performs project evaluation, administration, and management functions. An employee in this class may be assigned to other duties in the City’s Municipal Utilities Department.

Performs administrative and supervisory duties over the City Municipal Utilities Department’s solid waste, water, wastewater, and reclaimed water operations; Performs duties including, but not limited to, management and administration, planning, budgeting, staff supervision and evaluation, and project evaluation, coordination, and management; Performs duties and functions required by federal, state, and City codes and ordinances; Proposes capital improvement projects and programs; Prepares and administers annual budget; Develops and implements operational and administrative policies and procedures and recommends new and amended ordinances to resolve operational procedures; Prepares long-range and short-range planning and capital improvement recommendations, including costs and funding options; Negotiates and administers contracts and agreements with contractors, consultants, franchise operators, and reclaimed water users; Ensures compliance of operations with applicable federal, state, tribal, and local environmental and safety regulations; Prepares and maintains operational, performance, compliance, and activity reports and databases; Responds to and resolves inquiries, complaints, and suggestions from the public and other interested or affected parties; Supervises safety and job training programs; Represents the City at regional level on technical and environmental issues; Coordinates with and provides technical assistance to other City departments, commissions, public utilities and agencies, and other government agencies; Identifies and pursues other funding sources for projects and programs; Prepares and presents oral and written reports to the department director, City Council, other City departments, and the public, as required. Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Methods, materials, equipment, procedures, objectives, and standard practices of municipal utilities field operations, including but not limited to solid waste, water, wastewater, and reclaimed water operations; Federal, state, county, City, tribal, and other applicable statutes, agreements, standards, and codes for assigned Municipal Utilities functions; Contract negotiation and administration; Supervisory, employee evaluation, and training methods; Municipal administration, project management, and budget procedures; Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices.
Ability to: Follow written and oral instructions; Read and interpret legal, technical, regulatory, and operational documents and manuals; Research, analyze, organize, and interpret data related to assigned duties; Perform and manage multiple tasks and projects simultaneously; Prepare and present oral and written reports and maintain performance and activity records, logs, compliance documents, and develop and maintain information files and databases; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Operate a motor vehicle; Communicate effectively and establish and maintain working relationships with other city departments, the public, the news media, other employees, regulatory agencies, and interested and affected groups.
Supervision Received: The work is performed under the general direction of the Municipal Utilities Director.
Supervision Exercised: Supervision over the solid waste, water, wastewater, and reclaimed water divisions.
Minimum Qualifications: Bachelor’s Degree in Engineering, Public Administration, or a related field; Five (5) to seven (7) years experience in civil engineering, water or wastewater operations, public works, or project management; and Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: A Master’s Degree; Four (4) year’s supervisory experience.
Work Environment: The primary duties of this class are performed in a public building environment that includes field inspections as needed.
Essential Physical Abilities: Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone, and communicate with other employees and the public; Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, and blueprints and diagrams; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and to make adjustments to equipment; Sufficient body mobility, flexibility, and balance, with or without reasonable accommodations, which permits the employee to work in an office environment and perform field inspections.
