ASSISTANT PUBLIC WORKS DIRECTOR/CITY ENGINEER Pay Grade: 31 FLSA Status: Exempt Job Group: Managerial (M) Class Code: A053 Effective Date: 7/01 Revision Date: 8/03, 7/05, 5/08
Classification Summary: The primary function of this employee is to perform administrative and supervisory duties over the Engineering Division functions of the Public Works Department. This employee is designated City Engineer and provides engineering design, evaluation, and project management services. An employee in this class may be assigned to other duties in the City’s Public Works Department.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. Performs administrative, supervisory, and technical duties in the City Public Works Department’s Engineering Division; Performs duties including, but not limited to, management and administration, planning, budgeting, staff supervision and evaluation, and project design, evaluation, coordination, and management; Provides engineering expertise and assistance to the Public Works department and staff and other City departments, including project design and review, needs assessment, technical review and evaluation, and project management; Functions as the designated City Engineer, performing duties and functions required or assigned in federal, state, and city codes and ordinances; Proposes and administers capital improvement programs and projects, including cost estimates and budgets; Prepares and administers annual division budget; Develops and implements operational and administrative policies and procedures; Prepares long-range and short-range planning and capital improvement recommendations, including costs and funding options; Negotiates and administers contracts and professional service agreements with contractors, consultants, and franchise operators; Assists in resolving disputes on design and construction contracts with engineering and design firms and construction contractors; Ensures compliance of operations with applicable federal, state, tribal, and local environmental and safety regulations; Prepares and maintains operational, performance, compliance, and activity reports and databases; Supervises and participates in the annual development fee schedule review; Directs acquisition of City rights-of-way, easements, and properties; Supervises Geographic Information Services (GIS) program; Responds to and resolves inquiries, complaints, and suggestions from the public and other interested or affected parties; Researches and recommends new or amended codes and ordinances to resolve design, interpretation, and construction issues and to accommodate changes in construction design, materials, and methods; Reviews and evaluates developer requests for exceptions to city code requirements and deferral agreements for offsite improvements; Supervises safety and job training programs; Represents the City at regional level to other governmental jurisdictions and on study committees and task forces on technical and engineering issues; Coordinates with and provides technical assistance to other City departments, commissions, public utilities and agencies, and other government agencies; Identifies and pursues other funding sources for projects and programs; Prepares and presents oral and written reports and responses to the department director, City Council, other city departments, and the public, as required; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Methods, materials, equipment, procedures, objectives, and standard practices of civil engineering, particularly as applied to public works; Methods, materials, design, procedures, building codes, and standard practices of construction; Federal, state, county, City, and other applicable statutes, standards, and codes for assigned Public Works functions; Contract negotiation and administration; Supervisory, employee evaluation, and training methods; Municipal administration, project management, and budget procedures; Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices.
Ability to: Follow written and oral instructions; Read and interpret legal, technical, regulatory, operational documents and manuals, and blueprints, diagrams, and sketches; Research, analyze, organize, and interpret data related to assigned duties; Perform and manage multiple tasks, including advanced and technical civil construction projects, simultaneously; Prepare and present oral and written reports and maintain performance and activity records, logs, compliance documents, and develop and maintain information files and databases; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Communicate effectively and establish and maintain working relationships with other city departments, the public, the news media, other employees, regulatory agencies, contractors, designers, engineers, developers, and interested and affected groups.
Supervision Received: The work is performed under the general direction of the Public Works Director.
Supervision Exercised: This employee performs supervisory duties over the Engineering Division functions of the Public Works Department.
Minimum Qualifications: Bachelor’s Degree in Engineering, Public Administration, or a related field; and Six (6) to eight (8) years experience in civil engineering, public works, or project management, including three (3) years supervisory experience; and Registered Professional Engineer in Arizona; and Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Master’s Degree.
Work Environment: The primary duties of this class are performed in a public building environment that may include field inspections as needed.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and on a telephone; Sufficient visual acuity or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, and to review, evaluate, and prepare a variety of written documents and text materials; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment including a personal computer, and operate a motor vehicle; Sufficient personal mobility, flexibility and physical reflexes, with or without reasonable accommodations, which permits the employee to lift up to 20 pounds, to work in an office environment, and perform field inspections as needed.
