AIRPORT OPERATIONS & MAINTENANCE SUPERVISOR
Pay Grade: 22 FLSA Status: Non-Exempt Job Group: Supervisory (S) Class Code: A055 Effective Date: 7/01 Revision Date: 9/02; 8/03, 7/05, 3/08
Classification Summary: The primary function of an employee in this class is to supervise the daily operations of the City airport, which includes plan review, construction oversight and monitoring contract compliance for airport construction and capital improvement projects. Work also includes overseeing the safety and efficiency of airport operations through supervising activities of workers, review of inspections, activity logs, and incident reports.

Supervises and evaluates the work of subordinate personnel; Oversees the safety and efficiency of airport operations through monitoring activities of workers, review of inspections, activity logs, and incident reports; Communicates and monitors code compliance by airport tenants; Issues and files Notices To Airmen (NOTAM) to report activity or conditions affecting flight operations, and communicates with air traffic control tower staff to provide coordination on related issues; Provides training to airport staff on topics concerning occupational safety and efficiency, to improve professional development; Coordinates design and execution of construction projects including plan reviews, inspection, and contract compliance; coordinates with city staff, engineering consultants, and contractors; Tracks and maintains all licenses, permits and certificates necessary to keep airport in regulatory compliance with federal, state, county and local laws; Prepares written manuals related to operations and maintenance of airport, emergency response, and planning; communicates with police and fire departments and air traffic control staff to coordinate on emergency response issues; Prepares and maintains reports and records of aviation fuel sales by both the City and fixed base operators; coordinates records with Accounting Division; Orders and maintains an adequate inventory of fuel, materials, and equipment to maintain and operate the airport in a safe and efficient manner; Repairs and maintains airport facilities, including buildings, pavement, storm drainage, lighting, emergency power, gates, air traffic control tower, fuel system, signs and markings, and related systems; Inspects city-owned facilities, including but not limited to, t-hangar, t-shades, tiedowns, and related areas; Enforces Airport rules and regulations; Provides assistance in preparation, administration, and monitoring of annual budget for the Airport Division; Assumes acting airport manager duties in the absence of the airport manager; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Federal, state, county, and local regulations pertaining to airport management and operations; Airport operations, maintenance, and security; Design, construction, and maintenance techniques of airport facilities and equipment; Emergency response procedures related to aircraft accidents and procedures for notification to regulating authorities; Radio communication procedures and techniques utilized in an airport movement area, as well as public safety communications procedures; Federal Aviation Administration (FAA) rules and regulations; Supervision and evaluation techniques; Federal (OSHA) regulations and city policies regarding safe work practices; Occupational hazards and safety precautions specific to airport maintenance work; Industry standards, methods and practices for storage, dispensing and testing of aviation fuels; Federal and state environmental regulations pertaining to operation of underground storage tanks.
Ability to: Supervise and evaluate the work of subordinate personnel; Supervise the operation of a busy general aviation airport, including maintenance of facilities and enforcement of regulations; Interpret technical data from manuals and regulatory publications; Communicate clearly and concisely, both orally and written; Stay current on changing federal, state, county, and local guidelines and regulations pertaining to airport operations and maintenance; Maintain and repair general and specialized airport facilities and equipment; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks; Operate a personal computer using program applications appropriate to assigned duties; Operate a motor vehicle; Communicate effectively both orally and in writing with the public and other employees.
Supervision Received: The work is performed under the direct supervision of the Airport Manager.
Supervision Exercised: Supervision is exercised over the work of airport maintenance and operations workers.
Minimum Qualifications: High school diploma or GED equivalency; Five (5) years’ experience in airport operations and facility maintenance; Three (3) years’ supervisory experience; and Must possess or be able to obtain Federal Aviation Administration Automated Weather Observation System (FAA-AWOS) maintenance certification; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: A Bachelor’s Degree in Airport Management or a related field.
Work Environment: The primary duties of this class are performed in an environment that involves exposure to adverse weather conditions and related hazards.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, discern emergency warnings and alarms, and understand department and safety rules and regulations; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, work safely in heavy traffic areas, and operate light and medium duty equipment; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer, operate equipment, operate hand and power tools, and make repairs to equipment; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, lift up to 50 pounds, work under vehicles and in confined spaces, remove and replace parts for repair and replacement, and work in an airport environment.
