Job Description
ASSISTANT LIBRARY MANAGER

Pay Grade: 26                FLSA Status:    Exempt
Job Group: Supervisory (S)        Class Code: A058

Classification Summary
The primary function of an employee in this class is to perform a variety of duties to assist in planning, organizing, and directing citywide library services, acting in place of the Library Manager as needed. An Assistant Library Manager is responsible for the overall management of public service functions including education services, youth services, circulation, and development for branch services, or for technical services, depending on assignment.

Essential Functions:

Public Services:
Plans, implements, assesses, and evaluates public service activities, providing guidance/direction as well as seeking input from appropriate staff;
Oversees ongoing operations of public service units and branch operations; provides front-line assistance and routine visits to each work area;
Collaborates with other supervisory staff to reinforce activities and service in support of the library’s mission statement and vision;
Establishes performance standards and evaluates and monitors staff performance including scheduled formal performance appraisals;
Responds to personnel concerns, issues, and complaints, and resolves problematic or difficult issues;
Contacts and follows up with vendors regarding a variety of ongoing projects at each location;
Conducts research to stay abreast of rapidly changing trends and technologies as they apply to public service in particular and library service in general;
Develops, reviews, recommends, and implements departmental policies and procedures.

Technical Services:
Manages the computer operations and supervises the technical services sections of the library;
Researches and recommends the acquisition of software and hardware in support of library operations;
Develops technology plans in accordance with the Library Strategic plan and City information Technology guidelines and standards;
Develops and maintains procedures for the security of library information systems and data;
Provides training opportunities with emphasis on technology.

Other Duties and Responsibilities
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles, objectives, methods, and practices of library administration;
The principles and practices of municipal budgeting, supervision, and personnel administration;
Recent developments, current literature, and publicity sources pertaining to library programs and administration;
Community needs and interest in relation to library services and methods for determining and meeting its needs;
Sound methods of management in relation to the operation of a growing public library system;
Reader interest levels and group and community interest.

Ability to:
Perform a broad range of supervisory responsibilities;
Comprehend and make inferences from written material;
Analyze professional and administrative problems, make recommendations, and take appropriate action;
Elicit community and civic organizational support for library programs and services;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks;
Operate standard office equipment, specialized library equipment, and a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing.

Supervision Received:
An Assistant Manager reports to the Library Manager.

Supervision Exercised:
Supervision is exercised over the work of professional and para-professional library staff.

Minimum Qualifications:
Master’s Degree in Library Science or a related degree;
Five (5) years supervisory experience in a library setting; and
Valid Arizona driver’s license may be required; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Experience in a public library.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person, and to hear sounds within the normal range of conversation;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written documents and text materials;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, specialized library equipment and a personal computer;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 20 pounds and to work in an office and library environment.
