ACCOUNTING MANAGER
Pay Grade: 29 FLSA Status: Exempt Job Group: Managerial (M) Class Code: A062 Effective Date: 7/01 Revision Date: 8/03, 7/05, 12/08
Classification Summary: The primary function of an employee in this class is to oversee all aspects of the Accounting Division, including the general ledger, accounts receivable, accounts payable, payroll, cash management, fixed assets, grants accounting, and special assessments. This position also prepares the Comprehensive Annual Financial Report (CAFR) and all other required financial reports.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Manages the City’s Accounting Division functions; Oversees the supervision of the payroll function and ensures compliance with federal and state requirements; Manages the annual financial audit process and production of the CAFR; Interprets and implements new accounting standards, and ensures compliance with generally accepted accounting principles; Establishes division policies, procedures, and monitoring programs; Prepares portions of official statements for City bond offerings; Oversees grant accounting for the Division; Develops and prepares the Division’s annual budget; Serves as staff to the Industrial Development Authority Board of Directors; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Knowledge, Skills and Abilities: Knowledge of: Principles, methods, objectives, and practices of municipal finance and accounting systems and administration; Current supervision and evaluation techniques; Federal, state and local laws, codes, and regulations applicable to governmental accounting; Organizational management; Budget preparation; Operation of standard office equipment and a personal computer and job-related software applications.
Ability to: Analyze and interpret fiscal accounting records and prepare accurate and complete financial reports; Forecast future financial needs; Supervise and evaluate the work of subordinate personnel; Make arithmetical computations quickly and accurately; Maintain records efficiently and accurately and to prepare clear and concise reports; Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Communicate effectively both orally and in writing; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: The work is performed under the supervision of the Assistant Director For Finance.
Supervision Exercised: This position supervises professional and para-professional level staff engaged in various municipal accounting and payroll operations.
Minimum Qualifications: Bachelor’s Degree in Accounting or related field; Five (5) to seven (7) years experience, to include supervisory experience, in financial and accounting administration; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Certified Public Accountant; Experience in municipal government.
Work Environment: The primary duties of this class are performed in a general office environment.
