Job Description
AQUATICS SUPERINTENDENT

Pay Grade: 24                FLSA Status:    Exempt        
Job Group: Supervisory (S)        Class Code: A063

Classification Summary:
The primary function of this employee is to supervise, manage, and direct the employees, facilities, and programs in the City’s Aquatics section. This includes the public swimming pools and related facilities. Programs include swimming and water safety instruction, recreational, and adult and children’s programs.

Essential Functions:

Supervises, directs the work, and schedules full-time and part-time aquatics staff, including lifeguards, instructors, and maintenance staff;
Performs staff evaluations, counseling, and interviews;
Develops and implements instructional and recreational policies, procedures, and programs;
Plans and conducts training programs, including maintaining training and certification records;
Prepares and monitors section budget; including monthly tracking and projecting of revenues and ongoing expenses;
Negotiates and monitors concessionaire contracts;
Negotiates and monitors agreements with school districts and other institutional users for use of facilities;
Supervises and monitors pool, facility, and system maintenance and repairs;
Plans facility and program improvements and expansion, including preparing cost and budget estimates;
Prepares public information on pool programs;
Develops and monitors program registration and facility reservation procedures;
Supervises pool and facility maintenance and repair procedures and scheduling, including maintenance records and pool chemical contract;
Develops long-term and short-term facility and program improvement plans, including capital improvement projects, and related cost and budget estimates;
Prepares written and delivers oral reports for the Parks and Recreation Board, City Council, staff, and the public;
Maintains accident, incident, and emergency response records;
Maintains written finance records;
Responds to public inquiries, comments and suggestions;
Performs all work duties and activities in accordance City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities:
Prepares and monitors Recreation t-shirt contract for Community Services;

Knowledge, Skills and Abilities:
Knowledge of:
Supervisory skills, employee evaluations, and training methods;
Principles and practices of municipal parks and recreation development, supervision, and program development;
Swimming pool and related system and equipment operation, maintenance, and repair;
Planning, conducting, and supervision of aquatics programs, including instructional and water safety programs;
Red Cross, safety, hazardous chemical, and other certification procedures;
Municipal budgeting and finance procedures;
Operation of specialty tools and gauges required for monitoring and testing systems, including chemical test kits;
Federal (EPA) regulations on handling of hazardous chemicals;
Federal (OSHA) regulations and city policies regarding safe work practices.

Ability to:
Follow written and oral instructions;
Read and interpret technical and operational manuals and basic construction documents;
Operate a motor vehicle;
Prepare written reports and maintain system performance records;
Estimate materials, supplies, and equipment use to maintain programs and facilities;
Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;
Communicate effectively with the public and other employees.

Supervision Received:
The work is performed under the direct supervision of the Park Development and Operations Manager.

Supervision Exercised:
Supervises full-time and part-time aquatics staff, including lifeguards, instructors, and maintenance staff.

Minimum Qualifications:
High school diploma or GED equivalency;
Four (4) to six (6) years pool management experience;
Valid Arizona driver’s license; and
Aquatic Facility Operator or Pool Operator certification; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Bachelor’s Degree in Recreation or related field.
Experience with commercial or municipal pool maintenance.

Work Environment:
The primary duties of this class are performed in a public building and aquatics environment.

Essential Physical Abilities:
Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone, and communicate with the public;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend and prepare written material;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment;
Sufficient physical strength and dexterity to supervise pool and facility operations and maintenance procedures.
