Job Description
ASSISTANT PLANNING AND DEVELOPMENT DIRECTOR

Pay Grade: 31                FLSA Status:     Exempt

Classification Summary
The primary function of an employee in this class is to perform administrative and managerial duties in direct assistance to the Planning and Development Director. Duties include assisting in the supervision and direction of all Planning and Development Department function; representing the department to the public, elected officials and other agencies; and interpreting code and regulation issues, policies and procedures.

Essential Functions:

Assists in carrying out all operations of the Department;
Assumes the duties of the Director in that person’s absence;
Responds to and resolves difficult and sensitive development related issues for developers, architects, engineers and property owners;
Provides assistance and information to the public regarding private development;
Translates department objectives outlined by the Director into specific programs and projects;
Manages several complex projects with staff from one or more divisions or departments;
Serves on intergovernmental committees, task forces and other inter-agency groups;
Attends and makes presentations at City Council meetings and subcommittee meetings;
Reviews and participates in the development of proposed code changes, new development policies and ordinances;
Supervises professional, technical, administrative and clerical staff;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles and practices of public administration;
Principles and practices of city planning, urban long-range planning, architectural design, plans and specifications and civil engineering as they relate to development and municipal planning;
Project management techniques;
Supervisory and management practices;
Systems management;
Research and analysis techniques.

Ability to:
Develop long-term plans and programs;
Make effective decisions on matters of major policy and/or complex technical and administrative issues;
Analyze, interpret and report research findings and recommendations to city leaders, City Council and other agencies;
Prepare complete and concise reports;
Communicate orally and in writing;
Prepare and present effective public presentations;
Operate a personal computer and related software;
Establish and maintain effective working relationships with other employees, governmental officials and the general public.

Supervision Received:
The work is supervised by the Planning and Development Director.

Supervision Exercised:
The position may supervise assigned staff, and works as a leader in project teams involving staff from other divisions or departments.

Minimum Qualifications:
Bachelor’s Degree in Civil Engineering, Urban Planning, Public Administration or related field;
Six (6) to eight (8) years of experience in public planning and/or public sector development services, including supervisory experience; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
A Master’s Degree

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in an office setting and inspect field zoning as required.
