ACCOUNTING SUPERVISOR
Pay Grade: 26 FLSA Status: Exempt Job Group: Supervisory (S) Class Code: A067 Effective Date: 7/01 Revision Date: 8/03, 7/05, 6/07
Classification Summary: The primary function of an employee in this class is to perform professional accounting work for the City and manage the City’s payroll system. Work requires considerable attention to a variety of details and the use of selected personal computer software systems.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Assists with the preparation of the Annual Financial Reports (CAFR), including preparation of the working trial balance (WTB), combined financial statements, footnote reconciliations, and related financial documents; Manages payroll processing and reporting including surepay, police and fire retirement, federal and state tax processing and reports, costing, and balancing and transferring to the general ledger; Verifies and approves bi-weekly and monthly payroll journal entries and payments to vendors; Performs debt accounting and arbitrage tracking; Prepares month-end closing of computerized accounts payable, accounts receivable, inventory, purchasing, and general ledger; Manages the general ledger, including new accounts, cost centers, preparation of financial reports, and related duties; Maintains various account reconciliations, including payroll, bonds, and miscellaneous accounts; Reviews and approves journal entries prepared by staff and other divisions; Performs debt accounting, including maintain bond schedule, reconciliation of payments for trustee invoices, booking of bond transactions, reporting to outside entities, and other related duties; Performs payroll quarterly and yearend reporting; Maintains general ledger accounts, combinations, and reporting; Coordinates and tests monthly payroll system changes; Coordinates payroll wire transfers and automated voice transfers; Assists budget and other divisions with general ledger and payroll questions; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Other Duties and Responsibilities: Performs special projects as assigned; Works closely with Accounting Manager in maintenance of computerized accounting systems;
Knowledge, Skills and Abilities: Knowledge of: Current supervision and evaluation techniques; Accounting and payroll principles, and practices; Special assessments district accounting and regulations; Bookkeeping, fiscal terms, and cost accounting; Operation of standard office equipment and a personal computer with job-related software applications; Current office practices and procedures.
Ability to: Supervise and evaluate the work of subordinate personnel; Make arithmetical computations quickly and accurately; Manage the payroll function and related requirements; Apply bookkeeping principles in maintaining customer accounts, preparing financial reports, and related duties; Maintain records efficiently and accurately and to prepare clear and concise reports; Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Communicate effectively both orally and in writing; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: The work is performed under the supervision of the Accounting Manager.
Supervision Exercised: This position supervises professional and para-professional level staff engaged in various municipal accounting and payroll operations.
Minimum Qualifications: Bachelor’s Degree in Accounting or related field; Four (4) to six (6) years experience, to include supervisory experience, in professional accounting, general ledger, and payroll work; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Experience in a governmental entity; Certified Public Accountant.
Work Environment: The primary duties of this class are performed in a general office environment.
