Job Description
ASSISTANT MUNICIPAL UTILITIES DIRECTOR/ENVIRONMENTAL RESOURCES

Pay Grade: 31                FLSA Status:    Exempt

Classification Summary:
The primary function of this employee is to perform administrative and supervisory duties over the Environmental Resources Division of the Municipal Utilities Department, providing project evaluation, administration, and management services. An employee in this class may be assigned to other duties in the City’s Municipal Utilities Department.

Essential Functions:

Performs administrative, supervisory, and technical duties over the City Municipal Utilities Department’s Environmental Resources Division operations;
Performs duties including, but not limited to, management and administration, planning, budgeting, staff supervision and evaluation, and project evaluation, coordination and management;
Provides assistance to the Municipal Utilities Department and staff and other City departments, including project review, needs assessment, technical review and evaluation, and project management;
Performs duties and functions required by federal, state, and City codes and ordinances;
Performs liaison work with other municipalities, organizations, and agencies with water-related interests;
Supervises water issue research, statutes and laws, proposed legislation and policy, impacts, programs, and planning, and makes recommendations as water resource and quality advisor;
Prepares reports and position papers and briefs city officials and administrators on water resource policy, management, legal issues, water rights and settlements, and related issues;
Obtains water resource and water quality permits and advise water, wastewater, reclaimed and reverse osmosis operations on compliance with permit regulations;
Proposes and administers capital improvement programs and projects including cost estimates and budgets and including presentations to City management and Council;
Prepares and administers annual division budget including presentations to City management and Council;
Develops and implements operational and administrative policies and procedures and recommends new and amended ordinances to resolve operational procedures;
Prepares long-range and short-range planning and capital improvement recommendations, including costs and funding options;
Implements the City Water Conservation and Water Resources master plans;
Negotiates and administers contracts and professional service agreements with contractors, consultants, and franchise operators;
Ensures compliance of operations with applicable federal, state, tribal, and local environmental and safety regulations;
Prepares and maintains operational, performance, compliance, and activity reports and databases;
Participates in the annual development fee schedule review for the water resources impact fee including justification and presentations to City management, developers and Council;
Responds to and resolves inquiries, complaints, and suggestions from the public and other interested or affected parties;
Researches and recommends new or amended codes and ordinances to implement state-mandated conservation requirements;
Supervises safety and job training programs;
Represents the City, presents city policies, and negotiates for the City at regional level, on technical and environmental issues to other governmental jurisdictions and on study committees and task forces;
Represents the city and presents testimony on water issues to the state Legislature;
Coordinates with and provides information and technical assistance to other city departments, commissions, public utilities and agencies, and other government agencies;
Identifies and pursues other funding sources for projects and programs;
Prepares and presents oral and written reports to the department director, City Council, City Manager, other city departments, and the public, as required;
Performs all work duties and activities in accordance with City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Methods, materials, equipment, procedures, objectives, and standard practices of water resources and public works field operations, including but not limited to, water, wastewater, reclaimed water and reverse osmosis operations;
Federal, state, county, City, tribal, and other applicable statutes, agreements, standards, and codes for assigned municipal utilities functions;
Contract negotiation and administration;
Supervisory, employee evaluation, and training methods;
Municipal administration, project management, and budget procedures;
Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices.

Ability to:
Follow written and oral instructions;
Read and interpret legal, technical, regulatory, operational documents and manuals, blueprints, diagrams, and sketches;
Research, analyze, organize, and interpret data related to assigned duties;
Perform, prioritize, and manage multiple tasks and projects simultaneously;
Prepare and present oral and written reports and maintain performance and activity records, logs, compliance documents, and develop and maintain information files and databases;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Communicate effectively and establish and maintain working relationships with other city departments, the public, the news media, other employees, regulatory agencies, engineers, developers, and interested and affected groups.

Supervision Received:
The work is performed under the general direction of the Municipal Utilities Director.

Supervision Exercised:
Supervises duties over the Environmental Resources Division of the Municipal Utilities Department.

Minimum Qualifications:
Bachelor’s Degree in Engineering, Public Administration, or a related field;
Five (5) to seven (7) years experience in civil engineering, water or wastewater treatment, public works, or project management;
Professional Registered Engineer;
Knowledge and background in Arizona water law and issues; and
Valid Arizona driver’s license; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
A Master’s Degree;
Four (4) years supervisory experience.

Work Environment:
The primary duties of this class are performed in a public building environment that may include occasional field inspections as needed.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and on a telephone;
Sufficient visual acuity or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written documents and materials, blueprints, and diagrams;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, including a personal computer, operate a motor vehicle, operate a camera, and to make adjustments to equipment;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodations, which permits the employee to work in an office environment and maneuver around construction sites as needed.
