Job Description
ASSISTANT COMMUNITY SERVICES DIRECTOR

Pay Grade: 31                FLSA Status:    Exempt            
Job Group: Managerial (M)        Class Code: A074

Classification Summary:
The primary function of this employee is to provide administrative and supervisory duties. An employee in this class may perform the duties of the Community Services Director in that employee’s absence and may be assigned to other duties in the City’s Community Services Department.

Essential Functions:

Performs management, administrative and supervisory duties over the Community Services Park Development and Operations, Recreation, and Building and Facilities divisions;
Performs duties including, but not limited to, management and administration, staff supervision and evaluation, planning, organizing, coordinating, and directing division activities;
Assumes the responsibilities of the Community Services Director in that employee’s absence;
Assists in carrying out all operations of the department;
Represents the department as liaison to other City departments, management, other government agencies and bodies, the public, and other interest groups and associations and directs department coordination with other agencies;
Negotiates and manages park acquisition;
Directs all phases of park, recreation, aquatics, building and facilities operations;
Negotiates and oversees the monitoring of contracts with designers, engineers, contractors, and developers on park and building facility development;
Directs economic and demographic research into park acquisition and service development for park development;
Prepares and monitors federal and state grant applications and spending;
Prepares, administers and justifies division program budgets;
Assist with planning, coordinating and monitoring special programs or projects;
Meets with citizens or constituent groups on behalf of the elected officials;
Translates department objectives outlined by the Director into specific programs and projects;
Responds to public inquiries, comments, complaints, and suggestions, including conducting public meetings;
Communicates and coordinates regularly with appropriate managers, other city personnel, external agencies and individuals to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance with City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles and practices of public administration;
Principles, methods, and practices of building and facilities, park and recreation systems, including programs and equipment;
Management and supervisory practices and procedures;
Municipal budget practices, procedures and administration;
Federal and state funding and grant programs related to parks and recreation;
Long range and short range parks development techniques;

Ability to:
Develop long-term plans and programs;
Establish and maintain effective working relationships with subordinates, other managers, the Assistant City Manager, City Manager and the general public;
Read and interpret development plans, blueprints and diagrams;
Read and interpret procedural instructions and manuals, budget information and documents, and contracts;
Plan, organize, and direct the work of a professional and technical staff;
Negotiate contracts with developers, engineers and designers, vendors and service providers, and other government entities;
Prepare and present effective public presentations;
Operate a motor vehicle;
Prepare oral and written reports;
Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
Communicate effectively with the public and other employees.

Supervision Received:
The work is performed under the general direction of the Community Services Director.

Supervision Exercised:
Exercises supervision over the Community Services Park Development & Operations, Recreation, and Building & Facilities Divisions, including all functions and staff.

Minimum Qualifications:
Bachelor’s Degree in Public Administration, Recreation or related field;
Six (6) to eight (8) years of public sector experience in parks development, recreation or facilities management, including five (5) years’ supervisory experience; and
Valid Arizona driver’s license or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in outdoors or in an office setting.
