ASSISTANT DIRECTOR FOR FINANCE
Pay Grade: 31 FLSA Status: Exempt Job Group: Managerial (M) Class Code: B016 Effective Date: 5/08 Classification Summary: The primary function of an employee in this class is to manage the key finance operations, assist the Director in providing financial advice to the City manager and Council and oversee the City’s budget, debt, investment and tax programs. The Assistant Director may serve as acting director in the Director’s absence.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Serves as chief liaison with City Manager, Department Directors, City Council and general public on financial matters, including annual budget, capital improvement plan, long-range financial forecast, financial reports, investments, bond sales, tax administration and rate-setting. ; Oversee the development and administration of the City’s financial policies and procedures to ensure compliance with City code, professional standards, sound business practices, and federal and state laws and regulations. Direct strategic financial planning and analysis, including the preparation of the City’s operating budgets, capital improvement plan, financial forecasts, rate studies and a long-range financial plan to ensure continued financial health and well-being of the City and component entities. Manages the City’s debt and investment programs, including development and maintenance of information and analysis needed by outside investment managers, financial advisors, bond counsel, credit rating agencies; Oversees monitoring and reporting of City revenues and spending to ensure compliance with federal, state and municipal laws; Directs the development and reporting of City goal-setting and performance measurement as part of the annual budget process; Participates in various interdepartmental committees and communicates regularly with all City departments regarding policy or procedural issues related to financial or budgetary matters; Directs the development and operations of the City’s enterprise financial software applications; Acts on the Management Services Director’s behalf by assignment or delegation in the Director’s absence; Represent the City on inter-jurisdictional board, commissions or committees; Hires and supervises professional personnel, evaluates work, and conducts annual performance appraisals; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Current supervision and management techniques; Principles, practices, objectives, and methods of municipal finance, accounting, and budget preparation; Federal and state financial laws as applied to municipalities; Federal and state programs as related to municipal financial affairs; Principles and practices of public administration and government organization; Advanced research methods and report preparation; Federal, state, and local laws, rules, and regulations affecting municipal budgeting; Grant funded programs; Operation of standard office equipment including a personal computers and specialized job-related software.
Ability to: Select, manage, supervise, train, and evaluate assigned staff; Supervise and manage complex governmental budget/financial activities; Prepare and administer large budgets; Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives; Interpret and apply federal, state and local policies, procedures, laws, and regulations; Gather facts, analyze, and report research findings in a clear, complete, and logical form; Conduct studies utilizing statistical and spreadsheet software programs; Work independently and persistently to complete work on schedule and according to quality control standards; Make arithmetical calculations rapidly and accurately; Comprehend and follow oral and written instructions; Operate standard office equipment and a personal computer using program applications appropriate to assigned duties; Establish and maintain effective working relationships with supervisor, co-workers, the public, and other interested and affected parties; Provide quality services in a cost-effective manner and to recommend improved methods of performing the work.
Supervision Received: The work is performed under the supervision of the Management Services Director.
Supervision Exercised: Supervision is exercised over the professional, para-professional and clerical staff.
Minimum Qualifications: Bachelor’s Degree in Accounting, Finance, Business Administration, or related field; and Five (5) to seven (7) years progressively responsible experience supervising and managing government financial operations and activities; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Experience in a municipality.
Work Environment: The primary duties of this class are performed in a general office environment.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a vehicle and operate standard office equipment, including a personal computer; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
