BUDGET MANAGER
Pay Grade: 29 FLSA Status: Exempt Job Group: Managerial (M) Class Code: B016 Effective Date: 7/01 Revision Date: 8/03, 7/05
Classification Summary: The primary function of an employee in this class is to direct Budget Division personnel in the efficient operation and development of the City’s annual operating and capital budgets, and to ensure compliance with state and municipal ordinances.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Coordinates the preparation of the annual operating budget including the publication of draft and final budget documents for City Council members, City officials, State Auditor, GFOA, and the general public; Coordinates the preparation of the five-year Capital Improvement Program (CIP) including the publication of draft and final CIP documents for City Council members, City officials, State Auditor, GFOA, and the general public; Directs Budget Division staff activities related to budget/CIP preparation, budget transfers, revenue and expenditure analysis, special projects for Department Director or City Manager; Works as lead of budget team to improve methods, communication, and customer satisfaction with other departments and general public; Develops procedures to facilitate monitoring revenues, expenditures, encumbrances, and capital projects in compliance with federal, state and municipal ordinances; Participates in various department committees to discuss policy or procedural issues related to personnel, financial, or budgetary applications; Coordinates annual revisions to budget/CIP position analysis software modules and preparation manuals to be used for new budget cycle; Assists with preparation of financial information to be submitted to bond rating agencies and consultants; Hires and supervises professional personnel, evaluates work, and conducts annual performance appraisals; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Current supervision and management techniques; Principles, practices, objectives, and methods of municipal finance, accounting, and budget preparation; Federal and state financial laws as applied to municipalities; Federal and state programs as related to municipal financial affairs; Principles and practices of public administration and government organization; Advanced research methods and report preparation; Federal, state, and local laws, rules, and regulations affecting municipal budgeting; Grant funded programs; Operation of standard office equipment including a personal computers and specialized job-related software.
Ability to: Select, manage, supervise, train, and evaluate assigned staff; Supervise and manage complex governmental budget/financial activities; Prepare and administer large budgets; Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals and objectives; Interpret and apply federal, state and local policies, procedures, laws, and regulations; Gather facts, analyze, and report research findings in a clear, complete, and logical form; Conduct studies utilizing statistical and spreadsheet software programs; Work independently and persistently to complete work on schedule and according to quality control standards; Make arithmetical calculations rapidly and accurately; Comprehend and follow oral and written instructions; Operate standard office equipment and a personal computer using program applications appropriate to assigned duties; Establish and maintain effective working relationships with supervisor, co-workers, the public, and other interested and affected parties; Provide quality services in a cost-effective manner and to recommend improved methods of performing the work.
Supervision Received: The work is performed under the supervision of the Assistant Director for Finance.
Supervision Exercised: Supervises and evaluates the work of professional budget division personnel.
Minimum Qualifications: Bachelor’s Degree in Accounting, Finance, Business Administration, or related field; and Five (5) to seven (7) years progressively responsible experience supervising and managing government budgeting and financial activities; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Experience in a municipality.
Work Environment: The primary duties of this class are performed in a general office environment.
