Job Description
EMPLOYEE BENEFITS SUPERVISOR    

Pay Grade: 26                    FLSA Status: Exempt

Classification Summary:
The primary function of an employee in this class is to perform responsible professional work assisting in the planning and development of the City’s comprehensive employee benefits program, which includes, but is not limited to deferred compensation, disability, health and life insurance, retirement, wellness and others. This position examines and analyzes programs to recommend changes, and to maintain legal, fiscal, and procedural standards.

Essential Functions:

Develops employee benefit programs, coordinates, and monitors the programs in order to provide efficient, cost effective, and competitive benefits programs to City of Chandler employees;
Evaluates and monitors the competitiveness of current benefit programs and recommends changes or additions in order to improve and update their effectiveness, improve compliance with state/federal law, and assure consistency with City budget guidelines; prepares various reports on operations and activities; confers with consultants about a variety of insurance programs and plan designs;
Develops fiscal and procedural guidelines in order to operate benefits programs consistent with individual program requirements and regulations;
Develops and administers the employee benefits budget, prepares cost estimates for budget recommendations; submit budget justifications for modifications to the employee benefits program;
Coordinates and manages the Request for Proposal (RFP) process for insurance contracts, including development of RFP criteria and evaluates vendor proposals;
Enters into technical contract negotiations with benefit vendors in order to obtain benefit services that are cost effective and meet the needs of the City; reviews all benefits contracts for accuracy and monitors contracts to ensure compliance with negotiated terms and conditions;
Participates in legal, fiscal, and procedural monitoring activities in order to assure the ongoing compliance of benefits programs to operational requirements;
Manages the citywide return to work program for non-work related disabilities;
Consults with employees and supervisors on complex benefit related matters including retirement, long term disability, FMLA and Americans with Disabilities Act.
Prepares Council memos and makes presentations to City Council as needed on benefits related programs;
Assumes the role of project manager/facilitator with Citywide employee health committees;
Coordinates and conducts open enrollment meetings for benefits programs in order to inform employees of benefits program and to assist employees in selecting benefits options; prepares all open enrollment communications for city employees;
Responds to inquiries regarding the requirements and provisions of benefit programs in order to provide accurate benefit program information;
Prepares various educational and promotional materials for city employees;
Supports union negotiations by researching and compiling data requested by the negotiating team;
Coordinates the city’s wellness program and a variety of other programs related to employee benefits and employee health/fitness;
Performs tasks related to citywide HIPAA (Health Insurance Portability and Accountability Act) security and privacy compliance;
Performs all work duties and activities in accordance with City policies and procedures;
Assists in the implementations and administration of benefit programs as needed;
Performs all work duties and activities in accordance City policies, and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles and practices of employee benefit programs and general personnel administration;
A wide variety of employee benefit plan designs including legal and procedural requirements;
Medical, dental and mental health terminology;
FMLA, COBRA, ADA, HIPPAA rules and regulations;
Federal, state and local laws, rules and regulations pertaining to employee benefits;
Cost containment programs and options;
Financial accounting and budgeting;
Modern contract negotiation techniques;
Legal and procedural requirements regarding employee benefit programs;
The operation of a personal computer and various software applications for word processing, spreadsheets, etc.;
English grammar, spelling and punctuation;
Modern office practices and procedures.

Ability to:
Plan, organize and implement benefit programs and to evaluate and improve such programs, when necessary;
Interpret and explain technical benefits polices and procedures, handle complaints, make decisions, and resolve disputes regarding insurance coverage, claims processing, and contract administration;
Analyze, interpret, and apply relevant applicable federal, state and local laws, rules and regulations;
Analyze financial aspects of benefit plans and to recommend alternatives;
Present ideas clearly, concisely, and effectively, orally and in writing;
Perform extensive research, make independent analysis, and report findings;
Work cooperatively in a team environment with managers, supervisors, and other City employees;
Perform standard arithmetical calculations;
Operate a variety of standard office equipment;
Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public;
Operate a personal computer and related software such as word processing, spreadsheets, etc.;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

The work is performed under the supervision of the Human Resources Director.

None

Minimum Qualifications:
Bachelor’s Degree in Business Administration or related field; and
Four (4) to six (6) years experience in benefits administration; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
World at Work certification (CBP) or equivalent certification as Employee Benefits Specialist (CEBS).
Benefits plan design and contract negotiations.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written/typed documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in an office environment and to sit and work at a keyboard for an extended period of time.
