CHEMIST
Pay Grade: 23 FLSA Status: Exempt Job Group: Professional (P) Class Code: C002 Effective Date: 7/01 Revision Date: 8/03; 4/04 Classification Summary: The primary function of an employee in this class is to perform advanced technical duties in the chemical and bacteriological analyses of water samples, including raw and treated culinary water, wastewater influent and effluent, and industrial water samples. An employee in this class may provide direction to the Laboratory Technician class of employee. An employee in this class may be assigned to other duties in the City’s Municipal Utilities Department.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Participates in chemical and bacteriological sampling and analyses of water samples from the culinary water treatment, wastewater treatment, and industrial process water systems to determine compliance with applicable federal, state, county, and City standards; Operates, maintains, and repairs laboratory equipment including, but not limited to, a Lims systems, graphite furnace atomic absorption spectrophotometer, ion chromatograph, total organic carbon analyzer, pH meter, turbidimeter, ultraviolet visible spectrophotometer, furnace, autoclave, microscope, oven, and related equipment; Interprets test results and prepares comprehensive analytical analyses; Maintains testing records and laboratory reports; Evaluates ongoing quality control and quality assurance procedures, including testing procedures, to monitor results and compliance with applicable federal, state, county, and City water quality standards; Performs chemical and microbiological studies to evaluate and improve treatment procedures and provides technical assistance to plant operators; Participates in chemical and microbiological sampling of new water treatment and wastewater treatment collection and distribution systems before being integrated into the City systems; Assists in preparing, maintaining, and distribution of laboratory reports for federal, state, and county water quality compliance; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Methods, equipment, materials, and standard procedures of chemistry, biology, bacteriology, and microbiology sampling, testing, and recording as related to municipal water and wastewater systems; Principles of organic, inorganic, and analytical chemistry and mathematics and statistics; Use, care, and maintenance of standard and specialized laboratory equipment; Computer applications to water testing and analyses procedures; Federal, state, county, City and other applicable standards for water quality; Federal (OSHA) regulations and City policies regarding safe work practices, including specific knowledge of safe laboratory policies and procedures.
Ability to: Follow written and oral instructions; Read and interpret technical and operational manuals, guidelines, and diagrams; Perform a broad range of water sampling and testing procedures; Observe, record, comprehend, analyze, and make recommendations from data; Correlate laboratory findings and data to established water quality and safety standards; Operate and maintain tools and standard and specialized laboratory equipment; Prepare written reports, analytical reports, and recommendations, maintain computer databases and spreadsheets, and maintain system performance and compliance records; Operate standard office equipment and a personal computer using program applications appropriate to assigned duties; Communicate effectively with the public and other employees.
Supervision Received: The work is performed under the direct supervision of the Senior Chemist.

Minimum Qualifications: Bachelor’s Degree in Chemistry, Microbiology, Public Health, or a related field; and Three (3) to five (5) years experience in laboratory testing and analyses of drinking water; Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in a public laboratory environment that may include exposure to hazardous chemicals and materials.
Essential Physical Abilities: Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate with employees; Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical manuals and related material, and operate laboratory equipment; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a variety of laboratory and office equipment, and to make adjustments to equipment; Sufficient body flexibility, stamina, and balance to perform laboratory assignments that include long periods of standing and related office assignments.
