Job Description
CHIEF BUILDING INSPECTOR

Pay Grade: 26                    FLSA Status: Exempt
Job Group: Supervisory (S)            Class Code: C003

Classification Summary:
The primary function of this employee is to supervise and perform technical and specialized office evaluation and review of building and site plans and design and construction documents to ensure compliance with City development ordinances and building codes and to supervise the on-site and/or field building inspections to ensure compliance with City, state, and other applicable building codes. Additionally, this employee performs review and on-site inspections of commercial, manufacturing, and industrial structures requiring additional technical and specialized knowledge and expertise. An employee in this class may be assigned to related duties in the City’s Planning and Development Department.

Essential Functions:

Performs technical and specialized office review of building and construction plans and supervises on-site building inspection program for compliance with approved plans and City and other applicable building codes, including but not limited to, structural, electrical, plumbing, mechanical, fire safety, health, and other applicable codes;
Performs technical and specialized on-site building inspections of commercial and industrial facilities and other structures as needed;
Supervises and resolves inspection and compliance issues generated in the field;
Supervises subordinate inspectors, including providing training and updated certifications, and assists in code interpretations;
Supervises setting work schedules and priorities to ensure inspection staff has equipment, tools, supplies and support to perform assigned duties;
Generates new policies and procedures to ensure staff is current on new construction methods and materials and updated codes;
Documents inspections, including violations, and all records including inspection reports and correspondence with affected parties on compliance efforts;
Responds to inquiries from architects, engineers, designers, contractors, and the general public on building codes, inspections, inspection schedules, and compliance;
Maintains review, inspection, and permit records and presents oral and written reports as required;
Researches new building and construction methods, materials, and codes to stay current in the field;
Generates and distributes tenant certificate of occupancy applications and documentation;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities
When assigned to field operations, manages and supports office and clerical staff;

Knowledge, Skills and Abilities:
Knowledge of:
Principles, procedures, materials, and standard practices of building construction, including stages when inspections to detect violations and defects are most easily observed and corrected;
City and other applicable building and construction codes, including but not limited to, structural, plumbing, heating, mechanical, fire safety, health, and other applicable codes;
Structural engineering as applied to the design of buildings and use of standard, traditional, and non-traditional building materials;
City zoning, development, construction, landscape, and other applicable ordinances and codes;
Standard practices and procedures for plan, permit, and license application review, evaluation, and approval, including documentation;
Standard practices and procedures for field inspection;
Federal (OSHA) regulations and city policies regarding safe work practices and handling and disposal of hazardous materials;
Standard office procedures including purchasing, payroll, personnel and similar office operations;
Supervisory skills, employee evaluations, and training methods.

Ability to:
Follow written and oral instructions;
Read and interpret legal and property descriptions, ordinance and code documents, technical and instructional documents, and building plans, blueprints, and diagrams;
Relate plans, diagrams, and blueprints to projects in various stages of construction and completion;
Perform mathematical and engineering calculations relating to the review of construction plans and blueprints;
Detect and require corrections to inferior or deficient design, workmanship, materials, and other hazards in an on-site inspection;
Operate a motor vehicle;
Prepare oral and written reports and maintain review, inspection, and enforcement records and findings, documents, correspondence, and related files and records;
Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
Communicate effectively and establish and maintain working relationships with other employees, the public, developers and builders, customers, applicants, property owners, and other interested and affected parties, including in difficult and sometimes adversarial circumstances.

Supervision Received:
The work is performed under the direct supervision of a department manager.

Supervision Exercised:
This class of employee provides supervision, technical assistance, and specialized inspection expertise to other inspectors.

Minimum Qualifications:
High school diploma or GED equivalency and additional construction and technical training required; and
Five (5) years building inspection experience, including supervisory experience, required, with; and
ICC Building Inspector Certification; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Ten (10) year’s inspection experience.

Work Environment:
The primary duties of this class are performed in a public building environment and outdoors and may include exposure to adverse weather conditions.

Essential Physical Abilities:
Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate with others;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, blueprints, and diagrams, and move through unfamiliar buildings and across rough terrain;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment and to make adjustments to equipment;
Sufficient body mobility, flexibility, and balance to perform field inspections.
