Job Description
CONSTRUCTION PERMIT REPRESENTATIVE

Pay Grade: A16                FLSA Status:      Non Exempt
Job Group: Clerical/Technical (A)        Class Code: C026

Classification Summary:
The primary function of an employee in this class is to assist citizens, contractors and other city employees with the processes and requirements for obtaining various construction permits. Construction Permit Representatives experience extensive public contact accepting and reviewing plans, explaining processes and procedures, responding to questions and concerns, issuing permits, and tracking and monitoring the permit process. Employees may be assigned to related duties in the City’s Development Services Division.

Essential Functions:

Assists citizens, contractors and other city employees with the processes and procedures of obtaining various construction permits;
Processes permits for building, civil, residential and miscellaneous projects confirming proper reviews have been completed, information entered correctly in computerized system and appropriate fees have been applied;
Coordinates the permit process by logging, labeling, routing, tracking and monitoring submitted plans, field reports, design change notices and other related documents;
Reviews blueprints and plot plans for setbacks and retention requirements to include pools, retaining walls and single family homes;
Schedules inspections, completes appropriate paperwork and distributes accordingly in order for construction time frames to be met;
Processes approval letters to applicants and various city departments;
Writes and reviews letters to inform applicants of plan review expiration, status of project and/or appropriate fees;
Verifies funds received; balances daily accounting reports;
Reviews and sizes domestic water meters;
Develops statistical reports for management and customers as requested;
Processes refund requests;
Creates and maintains trust accounts for contractors and developers; produces reports showing and identifying each transaction as requested and assists with reconciliation;
Provides information and answers inquiries from the public on permit code regulations and ordinances;
Maintains records and related correspondence and documents and presents oral and written reports as requested;
Performs a variety of clerical and administrative support tasks related to the permitting process;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Inspection and permitting software, codes and city policies;
Standard practices and procedures for permit application review, evaluation, and approval, including documentation;
Standard office and clerical practices and procedures;
Customer service practices and techniques;
The operation of personal computer and general office equipment.

Ability to:
Evaluate and analyze customer needs to provide customer service;
Understand, interpret and explain regulatory compliance issues related to the permit process;
Maintain records efficiently and accurately and to prepare clear and concise reports;
Oversee and review the work of others;
Read and interpret legal and property descriptions, ordinance and code documents, technical and instructional documents, and building plans, blueprints, and diagrams;
Make simple arithmetical calculations rapidly and accurately;
Comprehend and follow oral and written instructions;
Operate a personal computer and related software;
Provide quality services in a cost-effective manner and to recommend improved methods of performing the work.
Multi-task with numerous and frequent interruptions;
Perform duties accurately and efficiently under time sensitive deadlines;
Respond courteously to customer inquiries, which are sometimes controversial or adversarial;
Operate a variety of standard office equipment;
Maintain effective working relationships with other City employees, supervisory personnel, state and local elected officials and the public;
Operate a personal computer and related software such as word processing, spreadsheets, etc.;
Communicate effectively both orally and in writing;
Use logical and creative thought processes to develop solutions in a manner consistent with City policy or according to written specifications and/or oral instructions.

Supervision Received:
The work is performed under the direct supervision of a Customer Service Supervisor.

Supervision Exercised:
None

Minimum Qualifications:
High school diploma or GED equivalency;
At least two (2) years customer service experience in private development or municipal permit processing; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desired Qualifications:
ICC Certification as a Permit Technician.

Work Environment:
The primary duties of this class are performed in a public building environment.

Essential Physical Abilities:
Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate with others;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, blueprints, and diagrams, and move through unfamiliar buildings and across rough terrain;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment and to make adjustments to equipment;
Sufficient body mobility, flexibility, and balance to perform general office functions.
