Job Description
CONTRACT COMPLIANCE INSPECTOR

Pay Grade: A22                 FLSA Status: Non-Exempt
Job Group: Clerical/Technical (A)        Class Code: C027

Classification Summary:
The primary function of an employee in this class is to monitor compliance and perform administrative duties for City landscape maintenance, service, and related contracts. Additionally, an employee in this class assists in contract negotiation and reviews invoices from contractors to monitor compliance. An employee in this class may be assigned to other duties in the City’s Public Works Department.

Essential Functions:

Performs field inspections to monitor compliance with City landscape maintenance, service, and related contracts, which include street landscaping, easements, parkways, retention basins, public areas, open space, and related areas;
Oversees compliance on contracts that include landscaping and landscape maintenance, sprinkler systems, and related services;
Assists in negotiating contracts;
Reviews invoices, statements, work orders, and contractor billings to monitor compliance;
Supervises activities of maintenance workers;
Prepares and maintains inspection reports, documents, and related inspection and performance records and logs;
Responds to and resolves service requests, inquiries, complaints and suggestions;
Performs inspections on new or revised landscape areas;
Prepares purchase orders for landscape materials, irrigation supplies, and related purchases;
Prepares letters of acceptance to contractors for sites added to City maintenance areas;
Prepares letters of deduction for contract non-compliance;
Prepares service contracts for bidding;
Performs all work duties and activities in accordance City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Methods, materials, objectives, procedures, and standard practices for landscaping, landscape maintenance, and irrigation system installation and maintenance;
Inspection methods and techniques related to landscaping maintenance;
Municipal bidding and contract procedures;
Municipal accounting and budgeting procedures;
State, local, City, and other applicable building, safety, traffic, and environmental codes.

Ability to:
Follow written and oral instructions;
Read and interpret technical and operational documents, including blueprints and diagrams;
Analyze and evaluate contract compliance standards;
Prepare and present oral and written reports, including inspections, performance logs and records, and related compliance documents;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Communicate effectively and establish and maintain working relationships with contractors, vendors, the public and other employees;
Operate a motor vehicle.

Supervision Received:
The work is performed under the direct supervision a designated supervisor.

Supervision Exercised:
May exercise supervision over laborer employees.

Minimum Qualifications:
High school diploma or GED equivalency is required; and
Three (3) to five (5) years experience in landscaping, including supervisory experience; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Bachelor’s Degree in Landscape Architecture or Public Administration;
Master Gardner certification.

Work Environment:
The primary duties of this class are performed in a field environment that may include exposure to adverse weather conditions, with some work performed in an office environment.

Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone, and communicate with other employees and the public;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents and diagrams;
