Job Description
COURT CLERK I

Pay Grade: A14                FLSA Status: Non-Exempt    
Job Group: Clerical/Technical (A)        Class Code: C028

Classification Summary:
The primary function of an employee in this class is to perform responsible and varied legal clerical work in the Municipal Court system which involves considerable public contact work, processing, filing and reporting of case file information from public and law enforcement agencies in accordance with strict Court policies. The position requires great attention to detail and accuracy.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Maintains, monitors and disseminates information relating to the disposition of complaints to provide for the timely and accurate processing of complaints by using computer systems, manual documentation, and verbal and written communication following established court procedures;
Processes court documents to assure proper filing, distribution, and required actions by assigning codes, determining the type of violation (civil vs. criminal), determining the type of document and corresponding processing procedures following established procedures for processing;
Maintains and monitors the court calendar and cases to provide an established schedule of cases used to inform all participants and to assure timely hearing dates;
Provides information to the public to answer relevant questions concerning city court cases using manual and computerized filing systems and written and verbal communications;
Receives filings and motions from attorneys, process servers, and pro-per defendants;
Prepares and delivers orders of protection, injunctions against harassment, and related orders;
Pulls files from the Vertical Filing System after running a docket report; organizes files by type of hearing and courtroom number;
Picks up, processes and distributes Court mail;
Assists with processing payroll for all court staff and distributing paychecks;
Assists with purchase requisitions for court supplies and equipment;
Answers incoming calls to the court and provides assistance to police officers regarding search warrant numbers, preparing files, and related duties;
Assists judges in courtrooms by processing paperwork on sentences, plea agreements, confinement orders, and distributing paperwork accordingly, etc.;
Maintains courtroom supplies and forms;
Enters adult and juvenile criminal citation information;
Pulls files for and receipts payments received by mail;
Monitors completion of traffic safety school by defendants;
Trains new employees on department equipment and procedures;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities:
Provides support to other Court personnel when requested.

Knowledge, Skills and Abilities:
Knowledge of:
Court procedures to provide a base for understanding the court system;
Court record keeping procedures;
Legal terminology;
Operation of modern office equipment, practices and procedures;
Departmental programs, objectives, policies and procedures as applied to the work performed;
Modern office filing systems and procedures;
Operation of a personal computer and software applications for word processing, spreadsheets, databases, court information files, and related records;
English grammar, spelling and punctuation.

Ability to:
Operate standard and specialized office equipment including a personal computer using program applications appropriate to assigned duties, calculator, copy machine, transcriber, portable barcode readers, facsimile, and related equipment;
Communicate effectively, verbally and in writing;
Read, compose and comprehend simple instructions, short correspondence and memos;
Use both numeric and alphabetical filing systems;
Maintain both manual and computerized records;
Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals;
Maintain a professional demeanor during stressful situations;
Compile reports from a wide variety of sources and transmit data;
Establish and maintain effective working relationships with the public, staff, court personnel, and interested and affected parties;
Respond to citizen requests in a courteous and effective manner;
Understand and follow oral and/or written policies, procedures and instructions;
Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.

The work is performed under the supervision of the Court Services Supervisor.

Minimum Qualifications:
High school diploma or GED equivalency; and
Some experience in a court or considerable general clerical experience in a related legal field; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a court and general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review, evaluate, prepare and file a variety of written/typed documents and text materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment and to make adjustments to equipment;
Sufficient personal mobility, flexibility, and balance, with or without reasonable accommodation, which permits the employee to work in an office environment, lift up to 20 pounds, and to sit and work at a keyboard for an extended period of time.
