Job Description
CITY CLERK’S ASSISTANT    

Pay Grade: A18                 FLSA Status: Non-Exempt
Job Group: Clerical/Technical (A)        Class Code: C040

Classification Summary:
The primary function of an employee in this class is to perform administrative duties involving the management of a complex electronic filing system for municipal records, assisting the City Clerk in planning and conducting periodic elections, and performing important service functions of the City Clerk’s Office.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
• Coordinates the development, distribution and processing of City Council meeting agenda packets after approval by City Manager;
• Plans, develops and implements staff training programs for the agenda process, both manual and electronic;
• Posts public meeting notices in compliance with the State Open Meeting Law and City policies. Prepare postings of public meeting and agendas for input into the computer system (i.e. Intranet and Internet) by the Webmaster. Coordinates public appearances at City Council meetings including scheduling innovators;
• Prepares Notices of Consideration, ordinances and resolutions for publication in compliance with State statues, the City Charter and the City Code. Sends notices of City Council actions to departments and interested public;
• Prepares and transmits all documents for signature after City Council action; prepare and file all City Council actions and other pertinent documents in electronic filing system. Develop and maintain legislative history records in electronic format;
• Develops and maintains logs for Resolutions, Ordinances and other documents control.
Maintains both paper and electronic records for all City vehicles and prepares titles for sale as necessary;
• Assist in planning and conducting periodic City elections in compliance with State Statutes and City ordinances and coordinates absentee voting;
• Distributes and maintains City Code books to assure subscribers have current copies;
• Maintain records, including maps for subdivisions and improvement districts; researches records and provides information quickly, courteously and positively to the public and City staff;
• Maintains calendar of postings for the distribution to the City Council and staff; accepts claims for damages and other legal papers served on the City, forwarding to the appropriate department;
• Maintains department payroll including monitoring leave accruals and overtime; order supplies to ensure inventory of forms and supplies is current and available; administers accounts payable/receivable;
• Serves as Notary Public for staff and public; serves as backup to the Customer Service Representatives accepting passport applications, issuing marriage licenses and processing payments accordingly; balances out cash drawer daily;
• Provides general assistance to the City Clerk and may attend City Council meetings and take minutes and attest to official actions of the City Council or pertinent staff in the absence of the City Clerk or Assistant City Clerk;
• Performs all work duties and activities in accordance with City policies, procedures and safety practices.
• Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Organization and functions of local government and municipalities;
Federal, state, and City election laws;
City Charter and City Code;
Public records statutes for public record requests;
Operation of standard office equipment and a personal computer using job-related software applications;
English grammar and punctuation.
Current office practices and procedures.

Ability to:
Read and interpret complex laws, rules, and regulations;
Take and write minutes of City Council meetings or other meetings as required;
Maintain records efficiently and accurately and to prepare clear and concise reports;
Establish and maintain effective working relationships with other City employees, supervisory personnel, state and local elected officials, and the public;
Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

Supervision Received:
The work is performed under the supervision of the Assistant to the City Clerk.

Supervision Exercised:
None

Minimum Qualifications:
High school diploma or GED equivalency; and
Three (3) years experience in responsible paraprofessional position involving record keeping, program coordination, or related duties; and
Special Deputy Clerk designation by Maricopa County for issuing marriage licenses; and
Passport Acceptance Agent to accept U.S. passport applications by the U.S. Department of State; and
Arizona Notary Public; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
