CITY TRANSPORTATION ENGINEER

General Statement of Duties Performs a variety of management, administrative, planning, and professional engineering work in supervising traffic engineering and transportation planning; performs related work as required.
Classification Summary The principal function of an employee in this classification is to manage, supervise, and direct the City’s traffic engineering, traffic operation, and transportation planning activities; perform professional engineering work in planning, developing, programming, designing, and directing the transportation plan, transportation capital improvement projects, traffic engineering, and transportation programs. The position directly supervises the Signal Systems Engineer (Engineer II), Traffic Engineering Supervisor, and Traffic Engineer II; indirect supervision is exercised over all traffic operation field staff . The Assistant Public Works Director, Transportation and Operations supervises the position, but considerable latitude is granted for independent judgment and initiative. The principal duties of the position are performed in an office environment.
Examples of Work (Illustrative Only) Essential Duties and Responsibilities (may vary with specific positions, this list is not exhaustive and may be supplemented as necessary): Supervises and participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the City; Supervises the groups responsible for traffic engineering studies, traffic engineering plan review, traffic calming, traffic signal design and construction, street light design, signing and striping design and implementation, and computerized traffic signal coordination systems; Plans, develops and implements the City’s overall transportation plan to include all modes of transportation; Applies engineering principles to roadway design and traffic control matters; Prepares administrative, technical, and statistical reports on traffic operational matters such as accidents, pedestrian volume and practices, safety measures, and related traffic and transportation problems; Participates in contract negotiation and administration; prepares and monitors contracts with outside consultants; Coordinates and supervises the review of traffic engineering or transportation elements of proposed development plans; Prepares, supervises, and analyzes traffic and transportation surveys and studies, and recommends revisions to traffic codes and traffic control devices; Supervises the traffic calming program; Coordinates operation, repair, and maintenance of traffic equipment and devices as per City Code; Authorizes the installation of traffic control devices consistent with federal requirements; Serves as technical advisor on traffic engineering and transportation related matters; Supervises a diverse traffic engineering program involved in investigation of citizen requests, safety analysis, traffic data collection, and geometric design; Confers with engineers, architects, developers, citizen groups, and other public agencies to acquire and provide information; Makes presentations to City Council and other public and private groups; Prepares and monitors operating budgets for area of responsibility; maintains records and reports as required; Prepares and monitors capital budgets for traffic control, traffic engineering, and transportation planning; Makes recommendations on traffic and transportation projects in short- and long-range plans; Prepares transportation planning reports; Plans, directs, monitors, and evaluates the work of assigned staff; Participates in the preparation, revision, updating, and distribution of department standards, details, and specification; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Other Duties and Responsibilities Performs other related duties as required.
Knowledge, Skills and Abilities Knowledge of: Traffic engineering and transportation planning principles, practices, and standards; Municipal zoning administration as it applies to traffic engineering; Statistical and research procedures; Traffic laws and regulations relating to traffic control; Principles and techniques of supervision; Current modes of ground transportation, including transit, street and highway operations, bicycle systems, and pedestrian requirements; Operation of a personal computer and job-related software applications.
Ability to: Design and produce plans and specifications for traffic and transportation projects; Plan and direct the work of technical and non-technical personnel; Evaluate technical traffic engineering information and statistics and arrive at valid decisions on the basis of the data; Communicate effectively in writing and orally; Weigh environmental considerations, recognizing jurisdictional differences, legal implications, and associated requirements related to traffic and transportation projects; Work effectively with consultants, city staff, and the general public; Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties; Operate a motor vehicle.
Acceptable Experience and Training Bachelor’s degree in civil engineering is required and a master’s degree is preferred; and Eight (8) to ten (10) years experience in traffic engineering and transportation planning or roadway plan review; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Special Qualifications Registered as a Professional Engineer by the State of Arizona with a proficiency in civil engineering; Valid Arizona Driver’s License.
