Job Description
COMMUNITY SERVICES DIRECTOR

Pay Grade: 33                    FLSA Status: Exempt
Job Group: Managerial (M)            Class Code: C057

Classification Summary:
The primary function of an employee in this classification is to plan, manage and direct administrative, managerial, and supervisory work of the Community Services Department. As such, the Director plans and directs the short- and long-term programs for parks development and operations, recreation, library and the arts center.

Essential Functions:

Plans, organizes and directs the operations of the Community Services Department;
Meets and confers with departmental management staff to coordinate projects, programs, resolves issues, and plan division operations;
Develops, administers and monitors the department’s operating budget and capital improvement program;
Serves as a technical advisory to the City Manager, City Council, and department heads;
Reviews growth patterns, community needs and other factors in originating recommendations for future facility construction and land acquisition;
Formulates rules and regulations governing the use of community service facilities and programs;
Develops and monitors partnerships with outside agencies to construct and operate community facilities;
Provides visionary, innovative leadership, which encourages and recognizes creativity, innovation and flexibility at all levels of the department and programs;
Reviews, monitors and guides the continued improvement of park and recreation programs, the city’s library and art center;
Oversees and manages the city’s building and facilities maintenance program;
Advises the Assistant City Managers and City Council on special projects and programs;
Plans, assigns, directs, and evaluates the activities of department employees; maintains an orderly and equitable distribution of the work load;
Develops and implements policies and procedures for the effective functioning of the department in accordance with professional standards;
Builds effective working relationships with elected officials, city leaders and department heads, and other city staff;
Meets with citizens or constituent groups on behalf of the elected officials;
Represents the City at community meetings to analyze needs, listen and respond to specific concerns, identify possible solutions;
Establishes effective working relationships with community representatives;
Assists with planning, coordinating and monitoring special programs or projects initiated by city leaders;
Maintains regular contact with the Assistant City Manager or City Manager to keep them appraised of situations and issues;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles, methods and practices of park and recreation program development and operations;
Library operations;
Art center programs;
Management and supervisory practices and procedures, including management by objectives;
Facilities maintenance;
Public sector budgeting;
Community partnership building.

Ability to:
Plan, organize, direct, and coordinate the work of subordinate supervisors and employees;
Develop and implement long and short-term plans and goals for a community services department;
Establish and maintain effective working relationships with subordinates, other department heads, the City Council, the Assistant City Manager, City Manager, Mayor and the general public;
Provide quality services in a cost-effective manner and to recommend improved methods of performing the work;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
Operate a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing, with the public and other employees;
Operate a motor vehicle.

Supervision Received:
The work is directed and supervised by the Assistant City Manager.

Supervision Exercised:
Supervision is exercised over the entire Community Services functions and staff.

Minimum Qualifications:
Bachelor’s Degree in Public Administration, Recreation or related field; and
Ten (10) years of public sector experience, managing recreation programs and/or park operations, including five (5) years supervisory experience; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of the position are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
