Job Description
COMMUNICATIONS MANAGER

Pay Grade: 28                     FLSA Status: Exempt        
Job Group: Managerial (M)            Class Code: C060

Classification Summary:
The primary function of an employee in this class is to assist the Director of Communications & Public Affairs in his/her daily functions. The position is also responsible for maintaining positive relations with cable, telecommunications, and public utility corporations and their legal authorities to negotiate and regulate licenses/agreements and monitor them in terms of citizen service. In addition, the position oversees the operation of the government access cable channel and acts as liaison to the Educational Access Governing Board.

Essential Functions:

Plans, directs, supervises, trains and evaluates the work of subordinate personnel;
Assists the Department Director in the operation of the Department and represents the Director in his/her absence;
Directs the work activities of the video production division including the operation of the government access cable channel;
Maintains liaison relations with cable, telecommunication, and public utility companies and their contracted legal representatives;
Negotiates the City licenses and agreements with cable, telecommunications, and public utility companies and administers them for compliance;
Communicates with citizens/customers to resolve concerns, answer questions and give information related to telecommunications and cable services;
Assists other City Departments to resolve ROW and permitting issues with cable, telecommunications and public utility companies;
Keeps current on Federal, State and local legislation and regulations concerning cable, telecommunication, and public utility industries; recommends related City actions/strategies;
Promotes and supports information sharing and coordination among the City departments working on telecommunication strategies and technological communication advancements;
Assists the Director in preparing proposed budgets for each fiscal year and maintaining budgetary control and records/reports within the Department;
Represents the City at various MAG, League and NATOA meetings related to cable, telecommunications and public utility issues;
Performs other assignments such as special reports, surveys, research, committee attendance and correspondence, as needed;
Screens potential speakers and contracts to hire motivational speakers for the City’s VALUES seminar/town hall meetings; arranges logistics for the event;
Serves as administrator for the City’s Trackwise computer citizen complaint tracking system;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities
Acts as liaison with and oversees funds for the Educational Access Governing Board and educational cable television programming;

Knowledge, Skills and Abilities:
Knowledge of:
Employee supervisory, evaluation, and training techniques;
City and departmental programs, policies and functions;
Principles, procedures and practices of mass communications, video production and public relations and their relationship to state and federal legislation;
Management techniques and municipal budgeting;
Principles and practices of contract administration and negotiation;
City code requirements and Federal and State legislation and regulations concerning cable television and telecommunications providers;
Research methods and techniques;
Operation of standard office equipment and a personal computer and job-related software applications;
English grammar, spelling and punctuation.

Ability to:
Supervise, train and evaluate subordinate personnel;
Analyze, interpret and report findings and make recommendations to City executives;
Establish and maintain effective working relationships with other City employees, corporate executives, attorneys, the public, and other interested and affected parties;
Communicate effectively, verbally and in writing;

Compile reports from a wide variety of sources and transmit data;
Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;

Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;

Supervision Received:
The work is performed under the supervision of the Director of Communications & Public Affairs.

Supervision Exercised:
Supervision is exercised over the work of professional, technical and clerical staff.

Minimum Qualifications:
Bachelor’s Degree in Public Relations, Marketing, Communications, Business or related field; and
Five (5) to seven (7) experience in responsible public relations positions; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desired Qualifications;
Previous experience at a government agency.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively, hear within the normal range of conversation, speak clearly and concisely to large and small groups of people, and carry on telephone communication;
