Job Description
COMMUNITY DEVELOPMENT ADMINISTRATOR

Pay Grade: 27                    FLSA Status: Exempt    
Job Group: Supervisory (S)            Class Code: C069

Classification Summary:
The primary function of an employee in this class is to supervise and manage federally funded community development programs operated by the City’s Neighborhood Resources Division.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Supervises and evaluates the work of subordinate personnel;
Oversees the operation of the City’s Community Development Block Grant Program;
Oversees the operation and implementation of the City’s Housing Rehabilitation Programs;
Oversees the operation of the City’s HOME Program Entitlement;
Serves as liaison to the Maricopa Association of Governments and various Maricopa County organizations related to human services;
Oversees and monitors the expenditure of federal grant funds;
Acts as liaison to the City of Chandler Housing and Human Services Committee and the Department of Housing and Urban Development;
Attends and, when necessary, briefs the Mayor and Council on matters related to the City’s Federal grant Programs, allocations of General Funds to non-profit organizations and the provision of services to the disadvantaged;
Makes presentations to civic organizations and participates in activities that are held in neighborhoods;
Oversees the preparation of reports and documents necessary to remain in compliance with the requirements of various grant programs;
Seeks collaborations that further the provision of services to the disadvantaged;
Writes and monitors grants that supplement other sources of funding so as to expand the provision of services to the disadvantaged;
Works with non-profit agencies to improve the delivery of services to low - moderate income residents;
Serves as a member of the Division management team;
Assists in the formulation and monitoring of the General Fund and Federal budgets;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Modern supervision and management techniques;
The rules, guidelines, and regulations affecting the Community Development Block Grant and HOME programs;
Different funding sources available to the Neighborhood Resources Division;
Contract negotiations and specifications;
The operation of personal computers and various software applications;
Available community resources and services;
Modern office practices and procedures.

Ability to:
Supervise and evaluate the work of subordinate personnel;
Create new programs within the parameters of the established programs;
Plan, organize, and set priorities and pace workload;
Comply with federal guidelines;
Make accurate arithmetic computations to obtain precise information for reports and published statistics;
Revise local programs to meet changes in federal regulations;
Interact with different departments within the organization;
Communicate effectively, both orally and in writing;
Make public presentations to the City Council, other city staff and civic organizations;
Research and create grant proposals in support of human services programs;
Maintain effective working relationships with customers, other employees, supervisory personnel, and the public;
Operate a personal computer and related software such as word processing, spreadsheets, etc.;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

Supervision Received:
The work is performed under the supervision of the Neighborhood Resources Director, but considerable leeway is granted for the exercise of independent judgment and initiative.

Supervision Exercised:
Supervision is exercised over professional, para-professional, technical and clerical staff.

Minimum Qualifications:
Bachelor’s Degree in Public Administration or Urban Planning; and
Five (5) to seven (7) years experience in Community Development Block Grants and federal funds management including some experience in supervision;
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, and carry on telephone communication;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers), to see in detail objects or printed material at greater than arms length, and perform inspections on the conditions of tenant housing;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 20 pounds.
