Job Description
CONSTRUCTION PROJECT MANAGER

Pay Grade: 26                    FLSA Status: Exempt
Job Group: Professional (P)            Class Code: C072

Classification Summary:
The primary function of an employee in this class is to manage the full range of project activities including estimating project costs and monitoring budgets; managing subcontracts from initial design and bid solicitation through final inspection; managing project design from internal approval processes through final occupancy, addressing and/or negotiating user and code requirements; and recommending policy and specification revisions. This position ensures a project is completed on time, within budget and of the specified quality.

Essential Functions:

Estimates construction costs and prepares budgets for future projects;
Manages project designs through communication with City staff and the designer;
Reviews project progress and ensures project conforms to user requests;
Reviews design for value and errors and omissions;
Maintains the project budget, monitors contract amendments and evaluates progress of payments;
Sets projects schedules based on assessment of project design, budget and other user requests;
Coordinates communication and lines of responsibility between City staff, design and construction teams;
Runs effective pre-construction meetings to establish project protocol and compliance with building codes;
Oversees progress and quality of construction; interprets design intent and facilitates solutions;
Maintains accurate sets of construction contract documents by recording all documentation;
Facilitates start-up orientations and equipment operation;
Promotes the preparation and effective completion of punch list items; prepares and executes warranty work protocol;
Prepares documents to obtain purchase orders to acquire necessary building elements in early occupancy stages;
Tracks project budget costs and makes recommendations for revision when appropriate;
Makes recommendations for changes in construction inspection standard specifications and details to conform to field conditions;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Public works and commercial building design, standards, materials and construction;
Principles and practices of landscaping, architecture, mechanical, electrical, water and civil engineering;
Methods and techniques used in the design and construction of capital projects;
Federal, state and local regulations and codes and engineering standards;
Project planning, scheduling and budgeting;
Supervisory techniques;
Project management practices and procedures.

Ability to:
Determine appropriate methodology for successful completion of major projects, including research, planning, contract management and compliance, and current technologies;
Coordinate related work flow with City staff, consultants, contractors and outside agencies;
Review and interpret construction plans for compliance with standard engineering practices;
Prepare clear and concise oral and written reports;
Initiate and conduct effective meetings for construction protocol;
Monitor project status, schedules and budgets;
Determine adherence to specifications on a variety of construction jobs;
Compute quantities, make cost estimates and evaluate bids and change orders;
Perform basic mathematical calculations;
Communicate effectively, both orally and in writing;
Maintain effective working relationships with other employees, supervisory personnel, and the public;
Operate a personal computer and related software such as word processing, spreadsheets, etc.;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

Supervision Received:
The work is directly supervised by a designated supervisor.

Supervision Exercised:
The position may supervise assigned staff.

Minimum Qualifications:
Bachelor’s Degree in an Engineering field or related field; and
Five (5) years experience in construction management or architectural, mechanical, and electrical engineering design; and
Valid Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of the position are performed in a field environment, usually involving a construction site.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to read construction plans and related materials, monitor and inspect construction, track budgets, and review applicable codes and regulations;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in an office setting and inspect construction sites as required.
