COURT COLLECTOR SPECIALIST
Pay Grade: A17 FLSA Status: Non-Exempt Job Group: Clerical/Technical (A) Class Code: C073 Effective Date: 7/01 Revision Date: 8/03, 7/05, 4/08 Classification Summary: The primary function of an employee in this class is to determine the defendant’s ability to pay court ordered sanctions and monitors their compliance of court orders. Work includes routinely handling difficult public contact situations that require diplomacy, tact and negotiation skills.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Interviews defendants to determine their ability to pay court ordered fines and sanctions; Creates pay orders (payment contracts) for defendants; Monitors court records to determine delinquencies; Certifies tax and lottery interceptions for the Supreme Court Tax Intercept Program; Collects and receipts tax intercept monies from the Arizona Department of Revenue; Creates Post-Debt Set Off (DSO) letters with outstanding balance due after initial tax intercept has occurred; Works with courtroom staff and Judges in negotiating payment contracts for defendants that are in custody and who may have jurisdictional holds from other government agencies; Verifies defendants social security numbers, addresses, and phone numbers thru use of person locator programs and conducts skip traces to locate defendants; Makes collection calls, issues Notices for Failure to Pay, and issues Orders to Show Cause to defendants that are delinquent on their payment arrangements; Monitors all failure to pay civil traffic violations and sets delinquent citations to default status through Arizona Motor Vehicle Department; Monitors all failure to pay criminal violations and prepares arrest warrants for defendants that are delinquent; Works with Probation Monitoring Officers on delinquent cases which are on monitored probation status; Renegotiates pay orders with defendants unable to meet terms established in previous pay agreement; Reviews Notice for Failure to Pay files and approves delinquent cases for arrest warrants and defaults; in the absence of Court Services Supervisor; Collects and computes statistical information weekly and monthly; Provides information regarding court collection processes, rules and procedures to individuals both over the phone and in person; Provides recommendations to Judges regarding defendant information and payment schedule justification; Assists in resetting payment terms for cases that are in FARE program thru the Supreme Court; Assists in tracking bankruptcy cases and maintaining compliance with bankruptcy laws and procedures; Processes checks returned for insufficient funds and initiates collection attempts; Maintains detailed documentation of all collection efforts to determine future collection actions; Performs all work duties and activities in accordance with City, Court and Supreme Court policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Procedures involved in processing citations, warrants, summonses, and other court matters; Court record keeping procedures; Municipal court accounting systems and procedures; Municipal court fines and warrant system; Arizona Revised Statues; Generally accepted collection methods and procedures; The Fair Debt Collection Practices Act relating to collection activity and/or contacting defendants regarding their financial obligations; Basic bookkeeping methods and practices; Court and justice system terminology; Court processes for adjudicating a charge; Departmental programs, policies, and operations as applied to work performed; Customer service principles and procedures; Operation of modern office equipment, practices, and procedures; Operation of a personal computer and software applications for word processing, spreadsheets, databases, court information files, and related records; English grammar, spelling and punctuation.
Ability to: Communicate effectively, verbally and in writing; Conduct collection activities with care and tact to achieve a satisfactory resolution; Deal firmly, effectively, and diplomatically with defendants’ Work with individuals in conflict situations and maintain a professional demeanor during stressful situations; Apply and adapt established guidelines and procedures to various court transactions; Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; Operate standard and specialized office equipment including a personal computer using software applications appropriate to assigned duties, calculator, copy machine, transcriber, facsimile, and related equipment; Establish and maintain effective working relationships with the public, bondsmen, attorneys, staff, and other governmental agencies; Respond to citizen requests in a courteous and effective manner; Provide quality services in a cost effective manner and to recommend improved methods of performing the work; Works independently and complete work on schedule and according to quality control standards; Understand and follow oral and/or written policies, procedures and instructions; Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.
Supervision Received: The work is performed under the supervision of the Court Services Supervisor.

Minimum Qualifications: High school diploma or GED equivalency; and Two (2) or three (3) years of experience in a customer service environment; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Supplemental courses in criminal justice, legal, or general office practices; Court and/or collection experience.
Work Environment: The primary duties of this class are performed in a general court and public office environment.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, prepare and file a variety of written/typed documents and text materials; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment and to make adjustments to equipment; Sufficient personal mobility, flexibility, and balance, with or without reasonable accommodation, which permits the employee to work in an office environment, lift up to 20 pounds, and to sit and work at a keyboard for an extended period of time.
