Job Description
COMMUNITY OUTREACH COORDINATOR

Pay Grade: 21                    FLSA Status: Exempt

Classification Summary:
The two primary functions of an employee in this class are to ensure that all Chandler residents have access to quality community support services and programming and to recruit, process and support volunteer service for various departments within the City of Chandler.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Recruits, selects, trains and directly/indirectly supervises all department unit volunteers, depending on area of assignment;
Facilitates presentations to special needs populations or special interest groups regarding various designated department services and programming;
Creates new outreach programs that will meet the City’s needs in a variety of areas including the Library and Police;
Develops partnerships with community agencies and businesses to encourage program participation and sponsorships;
Conducts needs assessments with the special needs groups to determine appropriate community services programming;
Manages a volunteer base, including recruitment, interviews, supervision, training and on-going support services;
Develops new and innovative volunteer opportunities;
Develops the volunteer program through on-going development of brochures, job descriptions and policies and procedures;
Plans events for volunteers and community groups;
Maintains statistical records on volunteer hours, and prepares monthly and quarterly reports;
Performs administrative duties as needed, such as data entry, answers telephones, maintains e-mail correspondence, filing data, etc.;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles and practices of volunteer management;
Principles, techniques, tools and media used in promoting good public relations;
Principles of supervision, training and performance evaluation;
Methods and techniques of recruitment;
Volunteer screening and training techniques.

Ability to:
Plan, organize, implement and coordinate a volunteer and a community based program;
Encourage others to participate in worthwhile endeavors;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
Operate a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing.

Supervision Received:
The Community Outreach Coordinator reports to the Library Manager or assigned department supervisor.

Supervision Exercised:
None

Minimum Qualifications:
High school or GED equivalent; and
Three (3) to five (5) years of volunteer program coordination and/or community outreach; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desired Qualifications:
Bachelor’s Degree in Communications, Business, Social Sciences or related field.

Work Environment:
The primary duties of the position are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person, and to hear sounds within the normal range of conversation;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review, evaluate and prepare a variety of written documents and materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to lift at least 20 pounds and to work in an office setting.
