Job Description
COMMUNICATIONS AND PUBLIC AFFAIRS DIRECTOR

Pay Grade: 33                FLSA Status: Exempt

Classification Summary:
The primary function of an employee in this class is to perform managerial work in directing, both directly and through subordinate supervisors, the activities of professional and technical staff engaged in citywide public information, community relations, customer service, marketing, cable administration/telecommunications, web page development, video production, and internal and external communications. This position also provides professional and sensitive assistance to the City Manager, City Council and senior management staff on matters related to the dissemination of public information, issues management, media relations and community relations. In addition, the position further develops and shapes a comprehensive image of the City of Chandler, working closely with all of the City’s departments and divisions.

Essential Functions:

Manages, directs and coordinates the activities of the Communications and Public Affairs Department;
Serves as the City’s spokesperson in highly sensitive, complex or emergency situations;
Develops and maintains strong working relationships with members of the Spanish and English media;
Develops comprehensive plans, strategies and approaches for use in marketing Chandler’s image to citizens, businesses, industry and media locally, regionally and nationally;
Develops issues management strategies for the Mayor and City Council and senior management staff;
Coordinates citywide public information program activities by working closely with other City departments and their public information staff such as Police, Fire, Public Works and Community Services;
Provides public relations counsel to the Mayor and City Council, City Manager, senior management staff and City departments in matters related to a wide variety of City programs and issues;
Works closely with outside community groups and organizations in coordinating public information, marketing and promotional activities;
Provides media relations and on-camera training to the Mayor and City Council, senior management staff and other key City spokespersons;
Prepares and administers the Department budget;
Coordinates citizen complaints with appropriate departments or initiates investigations to be conducted to determine correct responses for corrective actions;
Recommends and advocates actions to enhance opportunities for the City to remain a leader in the information field through multimedia avenues such as the Internet, video production and satellite conferencing;
Consults with management and recommends actions to improve organizational communication and in formulating policies that strengthen community relations;
Acts as a City liaison with the Chamber of Commerce and other agencies on community relations projects and events;
Conducts special projects and studies requested by the City Manager and Assistant City Manager;
Communicates and coordinates regularly with appropriate City staff to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Public affairs, communications and video production programs;
Principles, procedures, and practices used in mass communication and public relations;
Management and organizational analysis and methods;
Modern supervisory and evaluation techniques;
City and departmental programs, policies and functions;
Management techniques and municipal budgeting;
Principles and practices of contract administration and negotiations.

Ability to:
Direct an effective public affairs and communications program;
Establish and maintain effective working relationships with the Mayor and City Council, press and news media organizations, business leaders, community groups, City officials and the general public;
Speak English and Spanish fluently;
Communicate effectively with all levels of City staff, officials, members of the media and the general public, verbally and in writing;
Develop and implement communication plans and strategies;
Conduct research and prepare informational material which will enhance the City’s image and public awareness of City operations and activities;
Select, supervise, train and evaluate subordinate personnel;
Maintain a professional demeanor during stressful situations;
Compile reports from a wide variety of sources and transmit data;
Operate a motor vehicle;
Respond to citizen and media requests in a courteous and effective manner;
Understand and follow oral and/or written policies, procedures and instructions;
Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.

Supervision Received:
The work is performed under the supervision of the Assistant City Manager, but considerable latitude is granted for the exercise of independent judgment and initiative.

Supervision Exercised:
Supervision is exercised over the entire Communications and Public Relations functions and staff.

Minimum Qualifications:
Bachelor’s Degree in Public Relations, Marketing, Communications, Business or related field; and
Eight (8) to ten (10) years progressive management experience in directing a public affairs program, including supervision of professional and technical personnel; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively in English and Spanish, hear within the normal range of conversation, speak clearly and concisely to large and small groups of people, and carry on telephone communication;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions; comprehend, prepare, and review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers) and to see in detail objects or printed material at greater than arms length;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to write reports, operate computer equipment and other office equipment, and make adjustments to equipment;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, lift up to 20 pounds, and work in an office environment.
