Job Description
CHIEF INFORMATION OFFICER

Pay Grade: 33                    FLSA Status: Exempt
Job Group: Managerial (M)            Class Code: C084

Classification Summary:
The primary function of an employee in this class is to lead the design, development and implementation of the Information Technology Strategic Plan. This includes organizing and leading the Information Technology and Geographic Information Systems (GIS) Divisions.

Essential Functions:

Analyzes current and future state of technology;
Develops and implements long range strategic plans for technology to position the organization to take advantage of and financially plan for emerging technologies;
Evaluates alternatives and presents recommendations to Department Directors and City Council for major IT/GIS projects;
Promotes the use of technology as a means for improved productivity and improved customer service;
Directs the pre and post implementation review of all major system installations to ensure realization of projected benefits and cost savings;
Evaluates the potential economic opportunities to further develop and deploy technologies and facilities to improve functional capabilities and/or operating efficiency that will reduce the costs of operations;
Accomplishes objectives through innovative management techniques and through the understanding of organizational issues, listening and communicating ideas, planning and setting and meeting customer service levels;
Provides leadership and works closely with the IT and GIS Divisions to meet performance goals and plans by taking personal responsibility for overall team results;
Develops and manages the IT and GIS Division managers including hiring, education, training and performance management;
Participates in the business process re-engineering changes that are required as a result of implementing systems projects;
Plans, develops and evaluates funding requirements for budget and monitors the budget to ensure consistency with overall strategic objectives;
Makes presentations to the City Council and educates and advises its management team on matters relating to existing methods, current and emerging technology and training;
Oversees city-wide IT Disaster Recovery Planning;
Performs all work consistent City policies, procedures, vision and values;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Effective strategic planning and implementation;
Effective leadership methods and management skills;
Database management concepts and structures;
Interrelationships of project planning, applications development, database administration, system requirements and the creation of products and services;
The operation of personal computer and various software applications;
English grammar and punctuation;
Verbal and written communication, including presentation skills.

Understand and articulate the needs of customers and translate into delivery of product or service solution;
Develop City’s technology vision and effectively communicate it to all employees;
Assess and develop departmental, as well as, individual employee performance;
Evaluate, redesign and define architectural infrastructure and policies;
Communicate complicated or abstract policy direction to many different groups including employees, citizens, staff, Directors, City Management and Mayor and Council;
Negotiate with vendors preferred terms and pricing as part of any special or volume purchasing agreements;
Prepare and present accurate and reliable reports including sound recommendations;
Demonstrate integrity, ingenuity and inventiveness in the performance of work;
Maintain a professional demeanor during stressful situations.

Supervision Received:
The work is performed under the direct supervision of the City Manager’s Office.

Supervision Exercised:
Supervision is exercised over the work of Information Technology staff.

Minimum Qualifications:
Bachelor’s Degree in Business Administration, Computer Science or related field; and
Eight (8) years of demonstrated experience in business technology management including five (5) years of development, strategic planning and supervisory experience;
Must be able to demonstrate knowledge of current and emerging technologies; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work, and which meets licensing requirements.

Desired Qualifications:
Master’s Degree.

Work Environment:
The primary duties of the position are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone, in writing and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to oversee GIS system maintenance, diagnose and detect database problems and develop effective system solutions;
