Job Description
CONTRACT SERVICES REPRESENTATIVE

Pay Grade: A19     FLSA Status: Non-Exempt
Job Group: Clerical/Technical (A)    Class Code: C085

Classification Summary:
The primary function of an employee in this class is to perform paraprofessional duties involving reviewing, researching, and administering complex professional services contracts for the City. Work also involves providing daily assistance to City staff, consultants and contractors regarding contract obligations, renewals and revisions.

Essential Functions:

Coordinates, prepares, and advises in the administration of the full range of the contract administration process;
Reviews and investigates non-compliance issues and writes situation summaries proposing solutions;
Researches and aids in the resolution of contract issues;
Analyzes all contracts for accuracy and appropriate clauses based on type of contract;
Develops, prepares construction/consultant contracts ensuring conformance with City policies, regulations, state and federal laws;
Provides guidance to the public and City employees, in accordance with City ordinances, policies and guidelines, regarding legal issues for contracts and proper contract formation;
Meets and discusses with City staff improvements to service contract processes and procedures;
Trains and assists City staff in processing contracts to ensure conformity with procedures and policies including those established by Law, Risk and City Clerk’s offices;
Analyzes requirements and administers the Job Order Contracting process in accordance with state law;
Establishes and maintains the contract consultant list database;
Coordinates and processes requests for consultant services (CC18’s), also determines the appropriate contract based on request;
Participates in the planning and implementation of the contract administration program, Citywide;
Generates and edits bid schedules, memos, agreements and a variety of budget/financial reports;
Serves as liaison between City departments, contractors, consultants, and users on contractual process issues;
Compiles data for administrative analysis, preparation of reports or data summaries from complex records for Department Directors, other City staff, and the public;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Principles and practices of contract preparation and public administration;
Operation of a personal computer and job-related program (software) applications including Word, Excel, and Access;
English grammar, spelling, and punctuation.

Ability to:
Respond to inquiries on a timely basis regarding contract obligations, renewals or revisions with complete accuracy;
Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
Work independently with minimal supervision on a continual basis;
Establish and maintain effective working relationships with other City employees, vendors, the public, and others;
Communicate effectively with customers, clients, and City staff, verbally and in writing;
Maintain a professional demeanor during stressful situations;
Compile reports from a wide variety of sources and transmit data;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.

Supervision Received:
The work is performed under the supervision of the Public Works Engineer.

None
Minimum Qualifications:
High school diploma or GED equivalency, and
Two (2) to three (3) years experience in contracting materials, equipment and services including some experience in bidding practices and contract preparation; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desired Qualifications:
Bachelor’s Degree in Business or Public Administration or a related field;
Previous experience with municipal contracting.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate effectively in person and on a telephone, hear within the normal range of conversation, and speak clearly and concisely to large and small groups of people;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers) and to see in detail objects or printed material at greater than arms length;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to write reports and operate standard office equipment and a personal computer;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, lift at least 20 pounds, and work in an office environment.
