CITIZEN SUPPORT COORDINATOR
Pay Grade: 23 FLSA Status: Exempt Job Group: Professional (P) Class Code: C086 Effective Date: 4/01 Revision Date: 8/03; 6/04
Classification Summary: The primary function of an employee in this class is to oversee social services aspect of the victim assistance counseling program / CARE 8 program, overseeing a group of MSW interns’ tasks. This position provides crisis intervention to victims/witnesses of crime or circumstance; establishes goals and writes policies for the program; develops training goals and curriculum. Additionally, the position prepares grant requests; writes reports to ensure the continuance of funding; researches vendors for the assistance of victims. The position is subject to emergency call out and standby during off-duty hours in order to respond to crisis situations.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. Recruits, retains, plans and coordinates the activities of staff (interns) involved in crisis intervention, provides victim assistance services; Supervises and evaluates the work of subordinate personnel, including scheduling work hours and caseloads; Assists in the development and implementation of section goals, objectives, policies and procedures; Coordinates a clearinghouse for social services through MSW interns; Acts as liaison with other social services agencies; Participates in community-wide victim advocacy efforts and committees; Assists with strategic planning of family advocacy center; Assists with curriculum development and implements training for lay volunteers as well as MSW interns; Coordinates with Victim Services Coordinator to develop operating guidelines for the Victims Assistance Program and CARE 8; Prepares grant requests and initiates the grant acquisition process; monitors compliance with requirements related to receiving grant aid for the program; Writes and reviews reports on progress of cases; maintains case files and records; Performs all work consistent City policies, procedures, vision and values; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Crisis intervention techniques, counseling, and case management procedures; Behavioral health, social services, and other community services and resources; Citizen advocacy systems, procedures, policies and limitations; Fire and Police department policies and procedures; Theory and practice of effective supervision; Social work internship programs; Strategic planning; Volunteer management.
Ability to: Manage organizational changes; Communicate effectively both orally and in writing; Plan, assign, supervise and evaluate effectively, the work of subordinate personnel; Establish rapport with people of various ethnic and socio-economic backgrounds; Operate standard office equipment including a personal computer using program applications appropriate to assigned duties; Assess potentially disturbed and unstable people and provide effective interventions; Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public.
Supervision Received: The work is performed under the supervision of the EMS Battalion Chief.

Minimum Qualifications: Master’s Degree in Social Work; and Three (3) to five (5) years of experience in counseling or crisis intervention or closely related field, including some experience in a victim assistance / CARE program; and Valid Arizona Drivers License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desired Qualifications: One (1) year of supervisory experience.
Work Environment: The primary duties of this class are performed in a general office environment. This position responds to and resolves difficult or citizen concerns or problems, including dealing with hostility, in a fair, tactful, and professional manner.
