Job Description
CRIME ANALYSIS SUPERVISOR    

Pay Grade: 25                 FLSA Status: Exempt
Job Group: Supervisory (S)            Class Code: C090

Classification Summary:
The primary function of an employee in this class is to perform supervisory and professional analysis and research for the Crime Analysis Unit of the Planning and Research Section. The employee will be responsible for multiple projects including beat specific criminal activity; crime analysis; and traffic accident analysis; oversight of Uniform Crime Reports; review and make recommendations in written and verbal format to management; and coordinate and schedule work of the Crime Analysis Unit staff.

Essential Functions:

Supervises, prioritizes, and evaluates the work of subordinate personnel;
Perform complex statistical and analytical research; random statistical samplings, correlation and regression analysis, etc. compiling needed reports on the results;
Gather and analyze crime data for crime trends, suspect-crime correlations, target-suspect profiles and crime forecasting;
Prepare presentations for Command staff; City Management; outside agencies, and the general public;
Communicates with and assists the general public, outside law enforcement agencies, and internal City departments with research results and inquiries on crime statistics within the community;
Recommends types of statistical data to be gathered for operational purposes.
Manages and leads multi-group projects making recommendations to upper management;
Supervises the timeliness and accuracy of the Uniform Crime Reports and all other reports generated through this Unit;
Develops objectives, plans, programs and procedures for the Unit;
Conducts a variety of procedural and operational studies in order to outline problems and recommend solutions;
Maintains files and a history of crime-related statistics; analysis; trends; graphs; charts; maps; or other information related to the Unit’s work;
Performs all work duties and activities in accordance with City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities:
Performs special projects as assigned;

Knowledge, Skills and Abilities:
Knowledge of:
Current supervision and evaluation techniques;
Current research design methods, procedures, and techniques used in statistical analysis;
Police tactics, resources, language, and report writing;
Uniform Crime Reports and/or NIBRS and policies;
Records management and automated report writing programs and needs;
Operation of standard office equipment and a personal computer with job-related software applications;
Current office practices and procedures.

Ability to:
Supervise and evaluate the work of subordinate personnel;
Conduct performance evaluations of subordinate personnel;
Prepare graphics, charts, maps and other tools for presentation of complex statistical crime analysis;
Maintain records efficiently and accurately and to prepare clear and concise reports;
Establish and maintain effective working relationships with other City employees, supervisory personnel, and the public;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Communicate effectively both orally and in writing;
Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

Supervision Received:
The work is performed under the supervision of the Police Planning & Research Manager.

Supervision Exercised:
This position supervises the work of professional and para-professional staff.

Minimum Qualifications:
Bachelor’s Degree in Criminal Justice, Public Administration, Statistics, Research, or related field; and
Four (4) to six (6) years experience including supervisory or lead experience and GIS (Geographical Information System) experience, in a public safety environment; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Desirable Qualifications:
Certification as a Law Enforcement Planner or Crime Analysis Certification.

Work Environment:
The primary duties of this class are performed in a general office environment.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
