CRIME SCENE TECHNICIAN I
Pay Grade: A16 FLSA Status: Non-Exempt Job Group: Clerical/Technical (A) Class Code: C093 Effective Date: 7/01 Revision Date: 8/03, 11/03, 7/05, 07/07
Classification Summary: The primary function of an employee in this class is to collect, document, and process crime scene evidence for the Police Department. This position is an entry-level position to learn the techniques and practices of technical evidence collection and crime scene documentation. May include working with higher-level Crime Scene Technicians. Some latitude is granted to the employee but work is subject to periodic performance audits and annual evaluations.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Responds to crime scenes for technical police support; Processes and investigates crime scenes to record, document, and collect physical evidence, including fingerprint evidence, using cameras, measurement techniques, and special physical evidence procedures; Recovers and searches for latent fingerprint evidence for personal identifications; Performs presumptive chemical tests to determine the presence of blood evidence; Performs proper collection, preservation, and packaging of different types of evidence; Provides expert testimony relative to the work performed in court and other legal proceedings; Writes reports and completes all paperwork associated with crime scene investigations; Prepares multiple photo sheets with “mug” photographs of crime suspects plus other persons whose photographs are filed in laboratory; Produces print/impression evidence by casting and/or photographing to scale impressions to use potential physical evidence as investigative aids; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Photographic techniques and procedures under various lighting conditions; Digital and video camera operation; English grammar, spelling and punctuation; Operation of a personal computer and job-related software.
Ability to: Organize, plan, and prioritize investigations; Process crime scene evidence with accuracy and attention to detail; Analyze situations quickly and objectively, to recognize actual and potential dangers and to determine proper course of action; Cope with stressful situations calmly, fairly, tactfully and with respect for individual rights; Maintain effective relations with fellow employees and with citizens with varied racial, ethnic or economic backgrounds; Communicate clearly and concisely, orally and in writing; Prepare accurate and grammatically correct written reports; Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Understand and carry out oral and written directions; Respond to citizen requests in a courteous and effective manner; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.
Supervision Received: Work is performed under the general direction of a Crime Scene Supervisor.

Minimum Qualifications: Associate’s Degree in Forensics, Criminalistics, Chemistry or related field; Some photographic experience or training; Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in a work environment in which the employee may be subject to potential personal danger.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and collect, process, and analyze crime scene evidence and related materials; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and standard office equipment and to properly collect, process, and analyze crime scene evidence and related materials; Sufficient personal stamina which allows the employee to work in an outdoor environment in adverse conditions; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly in collecting evidence, sit or stand for long periods of time, and lift up to 20 pounds.
