CRIME SCENE TECHNICIAN II
Pay Grade: A20 FLSA Status: Non-Exempt

Classification Summary:
The primary function of an employee in this class is to perform journey-level laboratory work in carrying out technical evidence work with demonstrated expertise in at least one forensic discipline from the following areas: evidence collection, chemical processing, photography, or latent fingerprint processing. Some latitude is granted to the employee but work is subject to periodic performance audits and annual evaluations.
Essential Functions:

Provides guidance and training to the Crime Scene Technician Is on same shift;
Reproduces, in multiple copies for use by attorneys and criminal investigators, audio and video tapes;
Carries out a variety of miscellaneous tasks which are generally temporary special assignments;
Responds to crime scenes for technical police support;
Processes and investigates crime scenes to record, document and collect physical evidence, including fingerprint evidence, using cameras, measurement techniques, and special physical evidence procedures;
Recovers and searches for latent fingerprint evidence for personal identifications;
Performs presumptive chemical tests to determine the presence of blood evidence;
Performs proper collection, preservation and packaging of different types of evidence;
Documents and collects any potential evidence and fingerprint deceased individuals;
Provides expert testimony relative to the work performed in court and other legal proceedings;
Enters, retrieves and searches by means of the Arizona Automated Fingerprint Identification System (AZAFIS);
Writes reports and completes all paperwork associated with crime scene investigations;
Prepares multiple photo sheets with “mug” photographs of crime suspects plus other persons whose photographs are filed in laboratory;
Produces print/impression evidence by casting and/or photographing to scale impressions to use potential physical evidence as investigative aids;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Organize, plan, and prioritize investigations;
Properly collect, package and preserve physical evidence from crime scenes;
Apply casting techniques;
Collect, preserve and analyze fingerprints;
Make drawings and graphic representations of crime scenes;
Analyze situations quickly and objectively, to recognize actual and potential dangers and to determine proper course of action;
Input, search, and retrieve fingerprint information from national, state and local databases using AZAFIS equipment;
Cope with stressful situations calmly, fairly, tactfully and with respect for individual rights;
Maintain effective relations with fellow employees and with citizens with varied racial, ethnic or economic backgrounds;
Communicate clearly and concisely, orally and in writing;
Prepare accurate and grammatically correct written reports;
Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

Work is performed under the general direction of a Crime Scene Supervisor.

Minimum Qualifications:
Associate’s Degree in Forensics, Criminalistics, Chemistry or related field; and
Two (2) years of experience as an Crime Scene Technician I with the City of Chandler, or three (3) years of experience with crime scene work at another law enforcement agency;
Valid Arizona Driver’s License, or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications:
Arizona Automated Fingerprint Identification System (AZAFIS) 10-print Certification.
Work Environment:
The primary duties of this class are performed in a work environment in which the employee may be subject to potential personal danger.
Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, collect, process, and analyze crime scene evidence and related materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and standard office equipment and to properly collect, process, and analyze crime scene evidence and related materials;
Sufficient personal stamina which allows the employee to work in an outdoor environment in adverse weather conditions;
Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly in collecting evidence, sit or stand for long periods of time, and lift up to 20 pounds.
