CODE ENFORCEMENT MANAGER
Pay Grade: 27 FLSA Status: Exempt Job Group: Managerial (M) Class Code: C096 Effective Date: 7/07 Classification Summary: The primary function of this employee is to administer and supervise the Code Compliance program, including public education and information programs.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. Plans, organizes, and manages and evaluates the activities and staff of the Code Compliance Unit. Manages the compliance of the City's code and ordinance requirements; establishes schedules and methods. Manages the development of the code compliance program work plan; assigns work activities and projects; develops and implements new programs. Provides information to assist the City Council and City Manager, and Director of Neighborhood Resources in making decisions regarding enhancement of neighborhoods. Manages the production of media releases, brochures, pamphlets, reports and other publications to develop and promote public awareness and a positive public image. Coordinates activities with other departments and outside agencies to ensure compliance with city codes, ordinances and other regulations. Develops and administers the division's budget; monitors and controls expenditures. Assists staff with resolving complex compliance related issues. Represent the division on interdepartmental/interagency task forces. Meet with residents, neighborhood associations, interest groups, non-profit organizations, and business or industry representatives on policy and program issues. Make presentations at City Council meetings, public hearings, and other public forums. Supervises and coordinates graffiti inspection, removal, and education program. Supervises education and enforcement of sections of the City sign, zoning, and neighborhood preservation ordinance. Provides technical and educational assistance to businesses, the public, citizens, and city employees on code interpretation, inspection, and enforcement. Responds to and resolves public inquiries, complaints, suggestions, and information requests. Reviews and monitors inspections, re-inspections, violation trends, caseloads, and special enforcement programs. Performs public information and education programs, including neighborhood meetings, public meetings and hearings, and newsletter, brochure, and pamphlet information programs. Prepares and maintains reports, records, inspection and enforcement records, documentation, correspondence, databases, and other records. Prepares and presents oral and written reports and presentations, including court testimony when required.Supervises and coordinates graffiti inspection, removal, and education program; Supervises education and enforcement of sections of the City sign, zoning, and neighborhood maintenance codes; Supervises assigned community service, volunteer, and community education and improvement programs; Provides technical and educational assistance to businesses, the public, citizens, and city employees on code interpretation, inspection, and enforcement; Responds to and resolves public inquiries, complaints, suggestions, and information requests; Reviews and monitors inspections, re-inspections, violation trends, case loads, and special enforcement programs; Performs public information and education programs, including neighborhood meetings, public meetings and hearings, and newsletter, brochure, and pamphlet information programs; Reviews and evaluates site and construction plans, blueprints, and special event use permits; Prepares and maintains reports, records, inspection and enforcement records, documentation, correspondence, databases, and other records; Prepares and presents oral and written reports and presentations, including court testimony when required; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Knowledge, Skills and Abilities: Knowledge of: Principles and practices of public administration. Code and zoning ordinance interpretation and application. Public Administration budgeting and accounting. City zoning, sign, environmental, neighborhood preservation, and other applicable regulations and codes. Legal descriptions and plat maps demarking real property, construction sites, and plat plans. Supervisory, employee evaluation, mediation, conflict resolution, and training methods.
Ability to: Plan and organize the work of a program area. Effectively supervise, train and develop staff. Establish and maintain effective working relationships with government officials, committees, citizen action groups and other city departments. Deal effectively with difficult situations, solve problems and complaints. Communicate effectively verbally and in writing. Read, interpret, explain and apply city codes, ordinance, policies and regulations. Establish and maintain effective working relationships with the Mayor and City Council, business leaders, community groups, city officials and the general public. Communicate effectively with all levels of city staff, officials, neighborhood leaders and the general public, verbally and in writing. Maintain a professional demeanor during stressful situations. Compile reports from a wide variety of sources and transmit data. Respond to citizen and media requests in a courteous and effective manner. Understand and follow oral and/or written policies, procedures and instructions. Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures. Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Read, interpret, and enforce city codes and regulations. Read and interpret legal descriptions, plat maps. Make public presentations and develop and present informational and educational programs. Operate standard office equipment including a personal computer using program applications appropriate to assigned duties. Operate hand tools. Prepare and maintain reports, records, work orders, databases, and related information files. Communicate effectively and establish and maintain working relationships with the public, neighborhood groups, volunteers, customers, interested and affected parties, and other employees. Operate a motor vehicle.
Supervision Received: The work is performed under the supervision of the Director of Neighborhood Resources.
Supervision Exercised: This class of employee supervises employees of the Code Compliance Unit.
Minimum Qualifications: Bachelor’s Degree Public Relations, Business Administration, Management, Communications or related field; and Five (5) to seven (7) years experience in zoning or code enforcement including at least two years supervisory or lead responsibility; and Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in a public building environment and field environment that includes exposure to adverse weather conditions, stressful personal circumstances, and other hazardous conditions.
Essential Physical Abilities: Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone and two-way radio equipment, and communicate with other employees and the public; Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical and legal documents and blueprints, maps, and diagrams; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and to make adjustments to equipment; Sufficient body mobility, flexibility and balance, with or without reasonable accommodations, which permits the employee to work in an office environment and perform field inspections.
