COMMUNITY PREPAREDNESS PROGRAM COORDINATOR
Pay Grade: 23 FLSA Status: Exempt Job Group: Professional (P) Class Code: C095 Effective Date: 06/07 Classification Summary: The primary function of an employee in this class is to facilitate community preparedness efforts throughout the City of Chandler. This includes managing the city’s volunteer programs under the banner of Citizen Corps, and educating the community in regards to disaster situations, regardless of cause. This position will involve both a local and a regional effort to bring Citizen Corps and the message of disaster preparedness to all citizens within the City of Chandler. This position is subject to shift and weekend work, standby duty and call back;
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Coordinates the CERT volunteer program including marketing the program, and planing and conducting all related training. This includes the scheduling of classes and instructors, scheduling training of instructors, and working with other neighboring programs to provide instruction. Marketing can involve dealing with various groups and employing a variety of means to spread the message of Citizen Corps; Communicates with the public regarding disaster preparedness and volunteer programs through public speaking or other media; Manages databases and records, and files accurate reports; Plans and organizes events and working with existing events within the city or region; Responds to and supervises CERT volunteers during disasters or other requests for service; Participates on boards and councils related to CERT, Citizen Corps, and/or disaster preparedness; Attends meetings locally and regionally; Uses various software applications and/or maintains a database of information; Monitors and guides volunteers and student interns with job performance and written material. Co-facilitates training of new volunteers; Conducts event planning with regard to volunteer recognition. Responsible for ordering and maintaining supply of volunteer uniforms, co-facilitates and plans monthly volunteer meetings; Assists in the evaluation of the operation of the programs administered. Recommends improvements, assists in implementing changes and objectives; Reports concerns directly to supervisor; Attends professional training courses in accordance with licensure and certification requirements. Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: The geography of the City of Chandler and surrounding areas, (or the ability to quickly learn this information); The Chandler Fire Department and the automatic/mutual aid system; Citizen Corps and the CERT program, including a well rounded knowledge of all topics in the basic CERT program; Specialized knowledge of disaster preparedness topics, training, and subjects; General principles of emergency management; Specialized equipment used in response and program instruction; Computers and related software.
Ability to: Make determinations as to the best course of action for CERT responses or responding to other related emergency situations; Work under extremely stressful situations, day and night, which result from a disaster or large-scale emergency, including the responsibility for remaining calm and carrying out all duties with the recognition of the threat to life and property; Work within a command structure requiring strict adherence to the following of orders; Work in a team environment under extremely stressful situations, or simulated stressful situations; Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; Learn and correctly apply routine division and department policies and procedures; Read, comprehend, and follow simple oral and written instructions; and to understand and apply available guidelines to varied operational requirements; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Operate a personal computer using program applications appropriate to assigned duties; Communicate effectively both orally and in writing, with the public and other employees; Coordinate activities of volunteer staff; Maintain confidentiality.
Supervision Received: The work is performed under the direct supervision of a Fire Battalion Chief.

Minimum Qualifications: Bachelor’s Degree in Education, Communications, Public Administration or a related field; and Three (3) to five (5) years of program coordination and/or community outreach experience; and Successful graduate of an approved G-317 CERT program, with six months of hire; and Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desirable Qualifications: Emphasis with Emergency Management and/or Citizen Corps.
Work Environment: Some potential duties of this class are performing work in an environment in which the employee is subject to potential personal danger.
Essential Physical Abilities: Sufficient clarity of speech and hearing and other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, including during emergency situations which may involve a high degree of noise; Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to effectively operate at a fire or related emergency scene; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate equipment used in CERT response or instruction; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to perform all duties required to manage this program; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to drive to various locations and move around building sites for inspection purposes, and performing required field work.
