Job Description
CODE INSPECTOR

Pay Grade: A20                FLSA Status: Non-Exempt
Job Group: Clerical/Technical (A)        Class Code: C099

Classification Summary:
The primary function of an employee in this class is to perform Chapter 30 and 39 inspections and enforcement duties of the City’s Code Enforcement programs, including public education and information programs. An employee in this class may be assigned to other duties in the Neighborhood Resources Division.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Investigates and resolves routine complaints regarding neighborhood maintenance ordinances and standards, and specified sign codes;
Prepares oral and written reports as required;
Encourages voluntary compliance with codes and voluntary resolution of violations and conflicts;
Prepares and issues compliance orders for the discontinuance, removal or alteration of conditions that violate city codes or ordinances; performs follow-up inspections to ensure that corrective action has been taken;
Prepares and maintains complaint, inspection, citation, and resolution reports and records, including correspondence, performance and activity logs, and databases;
May perform other investigations, duties and/or preparation of documents with the direction and/or assistance of a Sr. Code Inspector and/or Manager;
Reviews grid maps, property descriptions, construction plans, photographs, and property markers for compliance with applicable ordinances and regulations;
Responds to complaints, inquiries, and information requests from the public, other city officials and departments, developers and contractors, customers, and other interested and affected parties;
Prepares comprehensive reports regarding violations; prepares case, including history, facts, photos, and other needed information for City Attorney including legal testimony as required;
Performs public education and information duties, including meetings, presentations, personal contacts, and information distribution;
Serves as liaison between citizens and other city departments, presenting citizen views and opinions to city staff;
Provides technical assistance to other city departments and staff;
Facilitates discussion of neighborhood problems and resolutions;
Attends City Council and other meetings as required and works with property owners and neighborhood groups and associations to resolve problems;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
City zoning, sign, property maintenance and beautification, and other applicable regulations and codes;
Legal descriptions and plat maps demarking real property, construction sites, and plat plans;
Construction methods, materials, and practices;
Evaluation, resolution, mediation, conflict resolution, and public information and education methods.

Ability to:
Follow written and oral instructions;
Read, interpret, and enforce city codes and regulations;
Read and interpret legal descriptions, plat maps, and construction plans and blueprints;
Perform mathematical calculations;
Make public presentations and develop and present informational and educational programs;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Operate hand tools;
Operate audio and visual equipment;
Prepare and maintain reports, records, work orders, databases, and related information files;
Communicate effectively, both orally and in writing, and establish and maintain working relationships with the public, neighborhood groups, volunteers, customers, interested and affected parties, and other employees, occasionally in stressful or negative circumstances;
Operate a motor vehicle.

Supervision Received:
The work is performed under the supervision of the Code Enforcement Manager.

Supervision Exercised:
None

Minimum Qualifications:
High school diploma or GED equivalency; and
Three (3) years experience in planning and zoning enforcement related to investigating maintenance and sign codes, and municipal codes, or technical inspections related to construction, architecture, landscaping, or other related field; and
Valid Arizona Driver’s License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a public building environment and field environment that includes exposure to adverse weather conditions, stressful personal circumstances, and other hazardous conditions.

Essential Physical Abilities:
Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone and two-way radio equipment, and communicate with other employees and the public;
Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical and legal documents and blueprints, maps, and diagrams;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, audio and visual equipment, and to make adjustments to equipment;
Sufficient body mobility, flexibility and balance, with or without reasonable accommodations, which permits the employee to work in an office environment and perform field inspections.
