Job Description
COURT CLERK III

Pay Grade: A19                    FLSA Status: Non-Exempt    
Job Group: Clerical & Technical (A)            Class Code: C100
Effective Date: 10/08    

Classification Summary:
The primary function of an employee in this class is to function as a lead worker over Municipal Court support staff and organize, schedule, coordinate and monitor judicial and Municipal Court training activities. This position will also be responsible for performing skilled and specialized courtroom/administrative activities for the Municipal Court. The work requires extensive public contact responding to escalated customers questions, problems, and issues with the ability to explain complex processes and procedures. This position is distinguished from the Court Clerk II by the assignment of more complex duties requiring a broader knowledge base and a higher level of problem solving and decision-making skills as well as exercising lead supervision over court support staff.

Essential Functions:

Serves in a leadership capacity for the court by maintaining a working knowledge of current business practices and automation systems;
Provides both formal and informal training to Court staff and new Court employees as related to legally mandated and administratively imposed procedural changes;
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide quality customer service;
Participates as project lead in state mandated programs;
Provides input on training progress of probationary employees to Court Services Supervisors;
Works with supervisors to ensure sufficient cross training of staff meets the needs of the court;
Ensures that Court training manuals, policies and procedures are reviewed and modified as needed;
Participates in the recruitment process for Court Clerk I & II vacancies;
Serves as Court COJECT coordinator and maintains all court staff training records;
Oversees and monitors the student internship program, including participating in recruitment activities at the community colleges;
Responds to escalated issues from the general public and defendants with ability to explain court procedures/policies/programs;
Serves as a subject matter expert for court related software programs and performs testing of upgrades and new systems; performs research and analyzes data and coordinates with IT Department on systems issues;
Assists independent auditors in locating documentation to support financial records;
Investigates and responds to complex public complaints and requests for service;
Participate in committees addressing Court/City related issues.
Schedules and coordinates employee attendance in training classes;
Responsible for assisting with implementation of new legislation changes and laws affecting court procedures;
Responsible for the development of new collections procedures;
May be responsible for performing all of the duties of the Court Clerk I, Court Clerk II and Court Collector Specialists as needed;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.


Knowledge, Skills and Abilities:
Knowledge of:
Thorough knowledge of Court procedures, Court rules and Arizona statutes;
Procedures involved in processing citations, warrants, summonses and other matters common to the Court;
Principals of Minimum Accounting Standards, cash handling, security and control;
Municipal court accounting systems and procedures;
Court record keeping procedures;
English grammar, spelling and punctuation;
Departmental programs, policies and operations as applied to the work performed.
Modern office equipment, practices and procedures;
Operation of a personal computer and software applications for word processing, spreadsheets, databases, court information files, and related records;

Ability to:
Train, review and evaluate the work of court support staff;
Apply adult learning theory in the facilitation of training;
Communicate effectively both verbally and in writing;
Perform independent research;
Read, compose and comprehend simple instructions, short correspondence and memos;
Develop and implement training materials;
Operate standard and specialized office equipment including a personal computer using program applications appropriate to assigned duties, calculator, copy machine, transcriber, portable barcode readers, facsimile and related equipment;
Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals;
Maintain a professional demeanor during stressful situations;
Establish and maintain effective working relationships with the public, staff, court personnel, and interested and affected parties;
Respond to citizen requests in a courteous and effective manner;
Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.

Supervision Received:
Works under the general supervision of the Deputy Court Administrator.

Supervision Exercised:
Provides lead supervision over the Court support staff.

Minimal Qualifications:
High school diploma or GED equivalency supplemented with college courses in accounting or a related field; and
Three (3) years extensive Court experience, involving face-to-face public contact and/or cashiering; including at least 2 years in a Municipal Court environment; and
Ability to complete Supreme Court mandated sixteen (16) hours of continuing judicial education and training annually; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The principal duties of this class are performed in a court and general office environment. This position responds to and resolves difficult or sensitive customer inquiries or problems, including dealing with hostility, in a fair, tactful, and professional manner.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review, evaluate, prepare and file a variety of written/typed documents and text materials;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment and make adjustments to equipment;
