COMMUNITY RESOURCE ASSISTANT
Pay Grade: A19 FLSA Status: Non Exempt Job Group: Clerical/Technical (A) Class Code: C101 Effective Date: 12/2008
Classification Summary: The primary function of an employee in this class is to provide administrative support for the development, implementation and coordination of human service programs and services that benefit the City of Chandler. This position also works collaboratively with the Community Resource Coordinator to oversee contracts with various non-profit service providers. The Community Resource Assistant is also responsible for coordinating volunteer programs for the Neighborhood Resources Division including the Volunteer Income Tax Assistance Program (VITA).

Provides administrative support for the development, implementation and coordination of human service programs and services that benefit the City of Chandler. Cultivates partnerships with other non-profit organizations, local businesses, financial institutes, and social/civic groups; Provides administrative support to the Community Resource Coordinator during the annual allocation grant process including file creation, contract submittal and data entry; Maintains and verifies insurance requirements for funded non-profit agencies; Assists with monitoring all non-profits ensuring all fiscal and programmatic responsibilities are fulfilled and are in compliance with prescribed standards, regulations and guidelines; This includes monitoring non-profit’s reporting, recordkeeping, and internal operations and accounting control systems through on-site visits; Handles calls relating to the various services the Community Development Unit implements, as well as talks to community representatives, advocates, citizens’ committees and other government entities and cities on the use of human services needs and delivery of services; Develops, coordinates and implements the Volunteer Income Tax Assistance Program (VITA); This includes recruiting volunteers, coordinating volunteer training, supervising the volunteers, and developing partnerships with financial institutes; Coordinates the volunteer program for the Neighborhood Resources Division and meets with other City representatives and non-profits to expand volunteer resources and locate potential volunteer projects; Coordinates the annual Volunteer Recognition event; Coordinates the annual Homeless Street Count by utilizing volunteers and generating yearly homeless reporting for outcome measurement; Assists and collects data for various reports including but not limited to, the Annual Action Plan, Consolidated Annual Performance Evaluation Report (CAPER) and International City/County Management Association (ICMA) reports. Assists with planning, coordinating, and distributing marketing efforts for the Community Development Unit to promote awareness of needs and services; Makes presentations to community groups regarding the services available to citizens; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Other Duties and Responsibilities Assists the Community Development Administrator as necessary;
Knowledge, Skills and Abilities: Knowledge of: Human services and community assistance organizations operating programs in Chandler, the state and region; Grants availability, audit requirements, principles and procedures of grants, project development and administration; Tax law information and filing requirements; English grammar, spelling and punctuation. The operation of personal computers and various software applications; Available community resources and services; Modern office practices and procedures.
Ability to: Coordinate and participate in the preparation of grant compliance reports; Coordinate and implement a variety of community related projects utilizing volunteers, donations and event planning; Plan, organize, and set priorities and pace workload; Read, comprehend, and apply laws, rules and regulations in determining eligibility and assistance; Understand the process and procedures for implementing and administering various grants; Make accurate arithmetic computations to obtain precise information for reports and published statistics; Analyze and compile information and prepare written and oral reports; Communicate effectively, both orally and in writing; Compile reports from a wide variety of sources and transmit data; Maintain effective working relationships with customers, other employees, supervisory personnel, and the public; Operate a personal computer and related software such as word processing, spreadsheets, etc.; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: Works under the general supervision of the Community Development Administrator. May receive direction from the Community Resource Coordinator.

Minimum Qualifications: High school diploma or GED equivalency; and At least three (3) years experience in social work, non-profit organizations, grant allocations for low to moderate income community development, or in a related field; and Current Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The principal duties of this class are performed in a general office environment with occasional fieldwork to monitor sub-recipients and to conduct community events and services.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, and carry on telephone communication; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers), to see in detail objects or printed material at greater than arms length, and perform inspections on the conditions of tenant housing; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 20 pounds |
