COMMUNITY RESOURCE COORDINATOR
Pay Grade: 21 FLSA Status: Exempt Job Group: Professional (P) Class Code: C102 Effective Date: 12/2008
Classification Summary: The primary function of an employee in this class is to develop, implement, coordinate and monitor the significant general fund dollars including Social Services Funds, Acts of Kindness Utility Donation Program and Youth Enhancement funds. This position also works collaboratively with non-profit entities and promotes public education about social service needs and services.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Monitors and oversees contracts with various non-profit service providers for the use of general fund money; Coordinates and oversees the annual allocation grant process for non-profits providing services to the disadvantaged; Cultivates partnerships with other non-profit organizations, local businesses and social/civic groups; Prepares and submits various reports including but not limited to, the Annual Action Plan, Consolidated Annual Performance Evaluation Report (CAPER) and International City/County Management Association (ICMA) reports. Makes recommendations regarding the provision of human services to the community; Works in collaboration with human services non-profit Boards and Maricopa Association of Governments regional committees to maximize resources; Handles calls relating to the various services the Community Development Unit implements, as well as talks to community representatives, advocates, citizens’ committees and other government entities and cities on the use of human services needs and delivery of services; Researches and identifies future Community Development Unit and Neighborhood Resources program needs and identifies grant fundable opportunities to meet those needs; Recommends and assists in the development and implementation of goals and objectives for special programs, projects, and training; Monitors non-profit agencies for compliance with prescribed standards, regulations and guidelines; including annual financial audits and program monitoring visits; Assists in preparation and monitoring of budgets; Tracks grant spending and non-profit performance outcomes; Plans and coordinates marketing efforts for the human services programs to promote awareness of needs and services; Facilitates community meetings, provides training for non-profit agencies, conducts information meetings for human services funding applicants, and conducts workshops on issues related to human services programs; Makes presentations to community groups regarding the services available to citizens; Serves as liaison to the Housing and Human Services Commission in the absence of the Community Development Administrator; May perform lead supervisory duties over the Community Resource Assistant; Serves as Acting Community Development Administrator in the absence of the Administrator; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Other Duties and Responsibilities Assists the Community Development Administrator as necessary;
Knowledge, Skills and Abilities: Knowledge of: Human services and community assistance organizations operating programs in Chandler, the state and region; Different funding sources available to the Community Development Unit; Grant sources, grant application procedures, proposal requirements and reporting requirements; Contract negotiations and specifications; English grammar, spelling and punctuation; The operation of personal computers and various software applications; Available community resources and services; Modern office practices and procedures.
Ability to: Evaluate and analyze customer needs to provide exceptional customer service; Communicate policies and procedures to City employees and/or customers; Determine eligibility for a variety of grant proposals; Coordinate and participate in the preparation of grant compliance reports; Comprehend and make inferences from legal and administrative written materials; Find and research new grants available to Community Development Unit; Plan, organize, and set priorities and pace workload; Read, comprehend, and apply laws, rules and regulations in determining eligibility and assistance; Understand the process and procedures for implementing and administering various grants; Make accurate arithmetic computations to obtain precise information for reports and published statistics; Analyze and compile information and prepare written and oral reports; Communicate effectively, both orally and in writing; Compile reports from a wide variety of sources and transmit data; Maintain effective working relationships with customers, other employees, supervisory personnel, and the public; Operate a personal computer and related software such as word processing, spreadsheets, etc.; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: Works under the general supervision of the Community Development Administrator.
Supervision Exercised: May lead and direct daily operational work of other support staff.
Minimum Qualifications: High school diploma or GED equivalency with additional college courses in social work, grant writing, communications and/or accounting; and Three (3) to five (5) years experience in social work, non-profit organizations, grant allocations for low to moderate income community development, or in a related field; Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in a general office environment with occasional field work to monitor non-profits and to conduct community events and services.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, and carry on telephone communication; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers), to see in detail objects or printed material at greater than arms length, and perform inspections on the conditions of tenant housing; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 20 pounds.
