COMMUNITY DEVELOPMENT ASSISTANT
Pay Grade: A19 FLSA Status: Non Exempt Job Group: Clerical/Technical (A) Class Code: C103 Effective Date: 12/08 General Statement of Duties Provides oversight in the development, implementation and coordination of Federal funds; provides assistance to the Community Development Coordi Administrator; performs related work as required.
Classification Summary: The primary function of an employee in this class is to perform administrative and coordination duties necessary to successfully implement the Federal CDBG and HOME grant funds provided for the City’s HoCommunity Development Unit of the Neighborhood Resources Division. Essential Duties and Responsibilities (may vary with specific positions, this list is not exhaustive and may be supplemented as necessary): Monitors and oversees contracts with various service providers for the use of Federal money funds from CDBG and HOME grants; ensures federally-funded activities and funding recipients meet applicable federal requirements; Prepares the annual applications for federal funds and funding allocation documents; Assists with making recommendations for annual funding allocations and implementation of approved projects; Monitors federal sub-recipient agencies for compliance with federal regulations; including annual financial audits and program monitoring visits; Responsible for administration, monitoring and compliance reports for City’s federal funded programs; Prepares or completes various forms, reports, correspondence, applications, annual/five-year action plans, CAPER, planning documents, funding allocation documents, financial statements, newspaper advertisements, contracts and other documents; Accepts and approves applications for the Housing and Rehabilitation Loan Program, Exterior Improvement Grant Program, and Emergency Home Repair Program; Acts as liaison for HUD emergency home repair; responsible for income qualification, file creation and data entry, utilizes HUD Income Determination tool; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Researches and prepares environmental review records in accordance with Federal regulations; Maintains rehabilitation loan program files including payment balances, contractor selection, amount of contract and relocation files; Serves as the Fair Housing Officer for the City of Chandler; responds to all walk-in and phone calls regarding housing discrimination; distributes information booklets, brochures, referrals, hotline and legal services regarding Fair Housing rights; updates the Impediments to Fair Housing Choice report; Works closely with Community Legal Services on Landlord /Tenant Issues; Acts as a liaison between tenants, landlords, organizations and agencies; Handles calls relating to the various services the Community Development Uunit Redevelopment division implements, as well as talks to Federal officials and other government entities and cities on the use of federal funds; Responsible for creation and updating federal funded project data into HUD’s Integrated and Information Disbursement System (IDIS); Performs inspections audits on federally funded improvement contracts by interviewing workers and reviewing payroll sheets to make sure all information is accurate; Performs all work duties and activities in accordance with City policies, procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook. Other Duties and Responsibilities Assists the Community Development Administrator and the Community Resource Coordinator as necessary;
Knowledge, Skills and Abilities: Knowledge of: HUD rules, guidelines, regulations, and programs; The rules, guidelines, and regulations affecting the Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs; Fair Housing Act; Federal, state and local fair housing laws; Neighborhood Revitalization Programs; Americans with Disability Act (ADA);Different funding sources available to the Planning and Redevelopment division; Contract negotiations and specifications; Environment Review Records; The operation of personal computer and various software applications; Available community resources and services; Modern office practices and procedures.
Ability to: Evaluate and analyze customer needs to provide exceptional customer service; Communicate policies and procedures to City employees and/or citizens; Plan, organize, and set priorities and pace workload;Perform inspections on public housing units; Read, comprehend, and apply laws, rules and regulations in determining eligibility and assistance; Interpret federal, state and local regulations; Comply with federal guidelines; Examine applications and client documentation to ensure accuracy; Make accurate arithmetic computations to obtain precise information for reports and published statistics; Research information and data and prepare reports; Communicate effectively, both orally and in writing; Establish effective working relationships with community groups, contractors, and residents of varying socioeconomic backgrounds; Maintain effective working relationships with customers, other employees, supervisory personnel, and the public; Operate a personal computer and related software such as word processing, spreadsheets, etc.; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Supervision Received: Works under the general supervision of the Community Development Administrator.

Minimum Qualifications: High school diploma or GED equivalency; and At least three (3) years experience in social work, grant allocations for low to moderate income community development, or in a related field; with at least one year experience in federal CDBG and/or HOME grant programs; and Valid Arizona Driver’s License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Special Qualifications Valid Arizona driver’s license.
Work Environment: The primary duties of this class are performed in a general office environment with occasional field work to monitor non-profits and to conduct community events and services.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, and carry on telephone communication; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written and electronic materials at arms length or less (distinguish letters and numbers), to see in detail objects or printed material at greater than arms length, and perform inspections on the conditions of tenant housing; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment and other office equipment; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 20 pounds.
